Volume Licensing Programs

Academic Open License

Microsoft Academic Open License is a flexible and effective program that provides the opportunity to purchase permanent licenses for Microsoft software at significantly lower prices than the prices for commercial software or academic versions of boxed products.

This program is intended for a wide range of preferential categories of participants who purchase licenses for use on 5 or more PCs. You can take advantage of its benefits:

  • State and private higher educational institutions, educational institutions of secondary and secondary specialized education, courses and institutes for advanced training, training centers who have licenses to conduct educational activities issued by the Ministry of General and vocational education or other authorized government agency.
  • Administrative bodies governing educational institutions operating at the regional, regional and state levels.
  • Research institutions that are part of the structures Russian Academy Sciences (RAS) and the Russian Academy of Agricultural Sciences (RAAS).

Unlike subscription licensing programs, Academic Open provides less additional features and benefits. However, it is the most optimal licensing program for an educational institution that:

  • does not plan to standardize workstations (that is, install the same set of software on workstations) and does not set itself the task of ensuring the legality of the entire PC fleet;
  • does not require regular software updates (updates software versions on average once every 4-5 years or less);
  • prefers to make a larger, but one-time payment rather than making small annual payments for using the software;
  • plans to reduce the computer park;
  • wants to purchase a small batch of software;
  • wishes to have permanent software licenses.

School Agreement

The Microsoft School Agreement program is intended only for primary, secondary and higher education institutions, as well as government authorities of educational institutions. Essentially, this is a subscription to software. Under this licensing program, the customer has the right to use a number of products (including any subsequent or prior versions thereof) for the duration of the subscription. Payment is made in the form of annual payments, and the price includes automatic access to new product versions and many other benefits that come with . In accordance with this program, an educational institution has the opportunity to license software products on teachers’ home computers for free for work purposes, as well as subscribe to use the software on students’ personal computers at special prices.

School Agreement is the optimal choice for an educational institution that:

  • strives to use advanced technologies in educational and administrative processes (updates software on average at least once every 3-4 years);
  • sets itself the task of standardizing workstations (i.e. installing the same set of software on workstations) and ensuring the legality of the entire PC fleet;
  • plans to expand its computer park;
  • prefers to make small annual payments (instead of occasional large investments in software purchases);
  • wants to provide teachers with free software licenses for home use**, and students with the opportunity to purchase licensed software for personal PCs at special prices.

Enrollment for Education Solutions (EES)

Microsoft's Enrollment for Education Solutions (EES) is a simple, cost-effective licensing program that allows schools to license their entire PC fleet under a single subscription agreement. It provides features such as licensing based on annual headcount, the right to purchase any number of additional product licenses, and simplified asset management.

The EES program is designed taking into account the characteristics of the complex IT environment of modern educational institutions and provides primary, secondary and higher education and governing bodies of educational institutions a number of important advantages:

  • Affordable prices depending on order volume and rights to latest versions Microsoft software.
  • Simplicity: to obtain a license, you only need to count the number of full-time employees once a year.
  • Software Assurance Program
  • The right to use software licensed by the educational institution on teachers' home PCs.

Solution for legalizing Windows OS in educational institutions - GGWA-A

Get Genuine Windows® Agreement for Academic (GGWA-A) is a simple and cost-effective way to license the OS on PCs you already own.

GGWA-A allows you to purchase a basic license for a desktop operating system and thereby resolve situations related to counterfeit software, insufficient or missing software licenses, as well as pirated versions of software.

Main use cases for GGWA-A

Scenario 1: An organization purchased a PC without installed operating system and then used Windows Upgrade licenses purchased through Volume Licensing programs.

If you purchase Windows Upgrade licenses through volume licensing programs, you must have base licenses for the operating system. In this scenario, where there is a shortage of base OS licenses on PCs already in use, GGWA-A allows you to purchase the required number of base licenses at more favorable terms than purchasing boxed products (FPP).

Scenario 2: An organization is using an unlicensed copy of the Windows operating system.

Is installation and activation required?

After licensing the base OS under the GGWA-A and purchasing a Windows Upgrade license through Volume Licensing programs, an organization can install and activate Upgrade licenses (but not the base license):

  • If you are using an unlicensed copy of the software, you must install a licensed copy under a Windows Upgrade license, and then activate it using a Volume Lite Key (VLK), which can be obtained from the MVLS website or by calling the Product Activation Center.
  • Installation or activation is not required if the organization's PC is already using legal copies of the software that were installed under the Windows Upgrade license.

Can I use previous versions?

An organization can take advantage of the Downgrade option (the ability to use all previous versions of the product in any combination and on any number of PCs under the agreement) after purchasing Windows Upgrade licenses. That is, for example, if you have entered into an agreement for 5 PCs, you can use Windows 7 on one, Windows Vista on the other, and Windows XP on the other three. But only one OS version on one PC and only on five PCs.


Given the critical role that information technology plays in modern education, as well as taking into account existing budgetary constraints, Microsoft Corporation has developed a number of software licensing programs specifically for educational institutions.

Prices for Microsoft products available through academic licensing programs are significantly reduced compared to the cost of similar licenses purchased through enterprise licensing programs.

Volume Licensing Programs for Educational Institutions

Microsoft Academic Open License intended for educational institutions purchasing licenses for use on 5 or more PCs. This is a discount program that provides the opportunity to purchase permanent licenses for Microsoft software at lower prices than standard volume license prices.

School Agreement And EES(subscription licensing programs from 300 PCs) are intended only for primary, secondary and higher educational institutions and governing bodies of educational institutions. They also use preferential pricing, but unlike the Academic Open License, they provide a number of additional benefits (in particular, Software Assurance) and fundamentally different licensing conditions.

Please note that these licensing programs do not provide the ability to purchase full version Windows operating system (only the Upgrade version of Windows is available for them).

ADVICE: The easiest and cheapest way to legally use Windows XP Prof or Windows 7 Pro in an educational institution is to purchase the following two items:

  1. Windows 7 Starter Rus (or Windows 7 Home Basic Rus) OLP NL Acdmc Legalization GetGenuine

Is it possible to use Windows XP Prof instead of Windows 7?

Yes, you can!

  1. Educational establishments, including vocational educational institutions that have received a license to educational activities with the competent government regulatory authority in the country where the head office of such Educational Institution is located.
  2. Non-profit educational institutions/organizations engaged in educational activities as their main activity, are not academic and/or do not have a state license.
  3. Local, regional or national executive authorities managing one or more Educational Institutions specified in paragraph 1 above.
  4. Public libraries that provide basic general library services free of charge to all citizens of a particular community, district, or region.
  5. State museums, established on a permanent basis primarily for educational or aesthetic purposes, which have professional staff and regularly display physical objects to the public.
  6. Charitable organizations that carry out non-profit activities and whose purpose is i) to provide relief to those in need, ii) to promote educational development, iii) to promote social and public welfare, iv) to promote cultural development, or v) to promote protection environment.

Please keep in mind that these licensing programs do not provide the opportunity to purchase a full version of the Windows operating system (only the Upgrade version of Windows is available through them).

It is recommended that full versions of the Windows desktop operating system for new computers be purchased as OEM versions (that is, pre-installed on new computers).

Who is eligible to purchase academic licenses?

A. Educational institution (i)
Educational institutions, including vocational educational institutions, which have received a license for educational activities in the country where the main office of such institution is located

Non-profit educational institutions/organizations (ii) that carry out educational activities as their main activity, are not academic and/or do not have a state license.

B. Executive authorities managing educational institutions.
Local, regional or national government authorities operating one or more of the Educational Institutions identified in Section A(i) above.

C. Full-time and part-time faculty and staff of an educational institution subject to Section A(i).

D. Students admitted to an Educational Institution falling under Section A(i) and enrolled in full-time or other education, and Students admitted to an Educational Institution falling under Section A(ii) and enrolled in full-time education.

E. Public libraries that provide basic general library services free of charge to all citizens of a particular community, district, or region.

F. Public museums established on a permanent basis primarily for educational or aesthetic purposes, which have professional staff and regularly exhibit material objects to the public.

G. Charitable organizations that carry out non-profit activities and whose purpose is i) to provide relief to those in need, ii) to promote educational advancement, iii) to promote social and public welfare, iv) to promote cultural development, or v) to promote environmental protection.

Special Note Regarding Hospitals, Networks medical institutions and Research laboratories:

Hospitals, Health Care Systems and Research Laboratories may NOT acquire licenses for AE Products unless they are wholly owned subsidiaries of an applicable Educational Institution, as that term is defined in Sections A(i) and B above, of such Educational Institution. and controlled by him. “Wholly owned and operated” means that the Educational Institution is the sole owner of such hospital, health care system or research laboratory and the sole legal entity to manage its day-to-day operations. Please note that hospitals, health care systems and research laboratories may NOT purchase School Agreement products and may not be included as part of an Educational Institution's School Agreement, even if they are wholly owned by that Educational Institution. and are controlled by it.

Windows operating system licensing

In all types of academic license acquisition programs for organizations (not individuals) for the Windows OS, there are only Windows Upgrade positions, which are an extension of the rights to the basic license.

Educational institutions are allowed to upgrade with:
—Apple Macintosh
- Windows 98 (including the second edition)
- Windows NT Workstation 4.0
- Windows 2000 Professional
- Windows XP (32-bit or 64-bit)
- Windows Vista (32-bit or 64-bit)
- Windows 7 (32-bit or 64-bit)

Typically, basic licenses are purchased as part of a new PC, as evidenced by the presence of a certificate of authenticity on the case when purchasing a PC. However, many organizations have a need to purchase licenses for already installed software and for previously purchased computers.
