There is no definite answer to this question - it all depends on the university, the chosen specialty and many other factors. However, there are a number of general points that you should pay attention to. We list the most important of them.

1. All specific provisions regarding transfer are regulated by the internal documents of the university, and each university has its own approach to this issue. You can find the documents needed for this case either on the university website or in the educational section.

2. On average, according to statistics, up to 15-20% of students are expelled from the first year of the budget. Thus, the likelihood of free budget places appearing is quite high.

3. An important circumstance is the availability of vacancies in the specialty you have chosen. To keep abreast of what is happening, it is advisable to periodically look into the dean’s office and inquire about this issue, of course, without being particularly annoying.

4. If you wish, you can transfer to another specialty. The main thing that learning programs weren't very different from each other.

5. Transfer to a budget is usually possible from the 2nd year. It won't be possible to do this before, because... To make a transfer, the dean's office must have compelling reasons.

6. To make a transfer, you must submit a corresponding application to the dean’s office. Only if it exists can this issue be considered further.

7. When transferring a student, the dean’s office first of all pays attention to his academic performance. As a rule, it is required that a student study for 3 or 4 semesters with “good” and “excellent” marks.

8. It is possible that the number of people willing to study on a budget will exceed the number of vacancies. In this case, as a rule, the student’s rating is taken into account, as well as such factors as the absence of disciplinary sanctions, active participation in the public (scientific, sports, cultural) life of the university, recommendation student council or any other student government organization.

9. Mandatory condition transfer is the absence of tuition arrears. However, there are no rules without exceptions. As practice shows, some universities give students the opportunity to transfer to the budget if a change in family circumstances has led to the inability to continue paying for their studies.

All students who perform well have the opportunity to transfer from a commercial form of education to a budget one. This opportunity is enshrined in the Procedure and cases of transfer of persons studying under educational programs secondary professional and higher education, from paid to free education, approved by order of the Ministry of Education and Science of Russia dated 06.06.2013 No. 443 “On approval of the Procedure and cases of transition of persons studying in educational programs of secondary vocational and higher education from paid education to free” (registered with the Ministry of Justice of Russia on 07.19.2013 No. 29107).

What are the requirements for transferring from commercial to budget education?

Amendments to the Procedure made by Order of the Ministry of Education and Science of Russia dated September 25, 2014 N 1286 provide for the right of a student to transfer from a commercial department to a budget department if the following requirements are met:

  • - absence of academic debt;
  • - absence of disciplinary sanctions;
  • - no overdue payments for educational services;
  • - presence of “good” and “excellent” grades in the academic record for the previous two semesters.

It turns out that a student who passed the previous two sessions without “C” grades has real opportunity to transfer to a free form of training. The press service of the Ministry of Education and Science commented on the existing changes as “stimulating students to perform well.”

Let us remind you that until 2015, only “excellent students” could use the translation, of whom, unfortunately, we do not have many. But the current state of affairs suggests the opposite: commercial places in universities are an excellent option for earning money, so in popular areas of study the number of budget places is becoming less and less.

Rules for transferring to free education

The main condition for switching from a commercial form of education to a free one is the availability of free budget places, the financing of which comes from the budgets of various levels in a specific area of ​​study.

The period in which a student can apply to transfer is determined by an internal decision of the educational institution.

All necessary information regarding deadlines, availability of budget places, as well as the procedure for switching from a commercial form of education to a free one, should be freely available. An educational institution is obliged to post relevant data in the media, for example, on the official website of the university.

  • - orphans and children who have lost parental care;
  • - persons under twenty years of age who have a disabled person as their only parent I group, and if the average per capita income of this family does not reach the subsistence level established in a specific region of our country;
  • - persons who lost one or two parents while receiving education.

Application Process

Upon receiving an application from a student with a request to consider his candidacy for transfer from a commercial form of education to a budget one, representatives of the educational institution are required to register and submit the application to the commission within 5 days. The application is accompanied by extracts from transcripts confirming the student’s academic performance, a certificate of no penalties and payment documents indicating payment for educational services. The package of documents also includes information about awards and participation in certain areas of activity.

The result of consideration of the provided package of documents is the adoption of one of two decisions: “refuse” or “allow”. The final decision of the commission is also based on the availability of a certain number of available budget places.

The minutes of the commission meeting are also made available to everyone by posting it on appropriate resources, for example, on the World Wide Web or other media.

Within 10 days, the commission’s decision is officially formalized by an order for the educational institution, which is signed by the head of the institution or another authorized person.

Personal rights

Now not only excellent students, but also good students will be able to transfer from commerce to budget. New rules for changing the form of education have been prescribed by the Ministry of Education of the Russian Federation.

The process of transferring students from commercial departments to budget ones will now be carried out according to new uniform rules in all universities in the country. The corresponding order appeared on the website of the Ministry of Education and Science of the Russian Federation.

According to the text of the document, in order to change the form of study, the student will have to study without C grades over the last two semesters.

A good report card is the main condition for transfer, but not the only one. Ultimately, the fate of a student applying for a transition to a free form of study will be decided by a commission specially created for this purpose.

“The decision to transfer a student from paid to free education is made by a specially created commission, taking into account the opinion of the student council educational organization(if any) and the council of parents (legal representatives) of minor students (if any, in relation to minor students),” is specified in the text of the document.

As expected in the university community, the commission will be responsible for selecting the best in the presence of a large number of applicants in a limited number of budget places. All other things being equal, athletic achievements, social activity of candidates, as well as a banal advantage on the report card of one student over another can play a role. However, the main condition will remain the availability of free budget places, experts suggest.

Let us recall that previously each higher education institution independently determined the procedure for transferring students from commerce to the budget. Each university set its own performance requirements for candidates for transfer and the time frame during which it was necessary to show a certain result in the sessions. It was also often taken into account social status candidate. For example, if a student was in a difficult life situation (his family was classified as low-income or lost its breadwinner, etc.) and showed good academic results, a transfer could be obtained faster. But still, the main criteria also remained the availability of free budget places.

“I transferred from commerce to the budget, while still studying at the Russian State University, at the beginning of the 2000s,” shares Rostovite Natalya. – Initially, I was just very unlucky when I was admitted and had to go into commerce. But I passed the first two sessions with flying colors and wrote an application for transfer. This process did not cause any difficulties. Perhaps because, in addition to academic achievements, I also had an active life position - participation in university competitions and events. But, most importantly, I had no competitors during the translation. Still, as a rule, weaker students study in commerce and only a few apply for transfer.”

There is no forecast yet whether the transfer procedure will now become easier for talented students. However, a single order from the Ministry of Education and Science of the Russian Federation definitely clarified the situation by establishing uniform rules for all educational institutions, experts say. Now, in any case, every student studying commerce will clearly know that the absence of C grades in the report card for the last two sessions gives the right to apply for a budget place.

If an applicant does not qualify for a budget-funded place, but passes through a general competition, then he is asked to enter into an agreement under which he is accepted for training on a commercial basis. That is, the student will be obliged, before the date determined by the university or faculty, to promptly deposit the amount of money determined by agreement for each semester of study through the cash desk of the educational institution. That would seem to be all - a person will be doomed to pay for his studies until he defends his diploma. However, this is not quite true. There are ways to solve this problem. The question of how to switch from paid to budget should be asked starting from the first semester. In most universities, the transfer mechanism has been worked out over many years.

Paid education at a university is based on a contractual basis, therefore, when transferring to the budget, first of all, the agreement on the provision of paid tuition is terminated. educational services. The main criterion for transferring a student to the budget is his academic performance. First of all, these are grades during the test and examination sessions. Intermediate academic performance has virtually no effect on changing the status of a “paying student.” In order to have a chance to switch to a free basis, you must definitely pass the first session without grades “satisfactory” - only “good” and “excellent”. It is advisable to give your best, because the higher the grades, the more in the eyes of the dean of his faculty the student deserves not to pay for education.

In some educational institutions It is possible to transfer to the budget department after the first session passed with positive marks. This usually happens if some students studying on a free basis were unable to complete all exams and tests and were put on the expulsion list. Instead of those who were eventually removed from the university, by decision of the dean’s office, those who performed best during the examination and test sessions will be transferred to their places. That is, at the beginning of the second semester, such students will be called to the dean’s office to terminate the contract and apply for a scholarship. All this will be formalized by a special order for the faculty, which is confirmed by the seal of the university and the signature of its head - the rector.

But the transfer is not always carried out after the first semester. It is possible that you will have to work hard during the summer exam session, and payment for your studies until then will also have to be paid on time. If passing exams in the summer was just as successful as in the winter, then from the new school year The dean of the faculty does not have the right to refuse an excellent or good student to transfer to free education. If, however, the second session did not go as desired, then you can try to correct the situation and try to retake the failed subject. To do this, you need to submit an application to the dean’s office and agree with a specific teacher about retaking the test. Most often, they meet such students.

If you still correct your satisfactory scores and fail to achieve a positive result right away, you will have to work harder in the second and subsequent years. If a student has a strong desire to overcome his “paying fee” status, then sooner or later he will succeed. Seeing such a student’s zeal, many university employees will meet him halfway and give him certain concessions in exams.
