And how childhood passed, who led the child by the hand during his childhood years, what entered his mind and heart from the world around him - this decisively determines what kind of person today’s child will become.

Basic educational program of preschool education is a regulatory and management document of a preschool educational organization, characterizing the specifics of the content of education and the features of the organization of the educational process. The program is developed, approved and implemented by the educational organization in accordance with the Federal State Educational Standard for preschool education and taking into account the exemplary educational program of preschool education.

The program should ensure the construction of a holistic pedagogical process aimed at the full comprehensive development of the child - physical, social-communicative, cognitive, speech, artistic and aesthetic. One of the provisions of the Action Plan to ensure the introduction of the Federal State Educational Standard for Educational Education is the provision on the introduction of the Federal Register of exemplary basic educational programs used in the educational process in accordance with the Federal State Educational Standard for Educational Education.

Website of the federal register of exemplary basic general education programs: fgosreestr.ru. It published the “Approximate basic general education program for preschool education,” approved by the decision of the federal educational and methodological association for general education (minutes No. 2/15 dated May 20, 2015).

I. General provisions

1. The procedure for organizing and implementing educational activities in basic general education programs - educational programs of preschool education (hereinafter - the Procedure) regulates the organization and implementation of educational activities in basic general education programs - educational programs of preschool education, including the features of organizing educational activities for students with disabilities health.

2. This Procedure is mandatory for organizations engaged in educational activities and implementing basic general education programs - educational programs for preschool education, including individual entrepreneurs (hereinafter referred to as the educational organization).

II. Organization and implementation of educational activities

3. Preschool education can be obtained in organizations engaged in educational activities, as well as outside organizations - in the form of family education.

4. Forms of obtaining preschool education and forms of training for a specific basic general education program - the educational program of preschool education (hereinafter referred to as the educational program of preschool education) are determined by the federal state educational standard of preschool education, unless otherwise established by Federal Law of December 29, 2012 No. 273- Federal Law "On Education in the Russian Federation"<1>.

A combination of various forms of education and forms of training is allowed<1>.

5. An educational organization may use a network form of implementation of the educational program of preschool education, which provides the opportunity for students to master it using the resources of several organizations carrying out educational activities, as well as, if necessary, using the resources of other organizations. The use of a network form for the implementation of educational programs for preschool education is carried out on the basis of an agreement between the specified organizations<1>.

6. The educational organization provides preschool education, supervision and care for pupils aged from two months until the termination of educational relations.

7. The terms for obtaining preschool education are established by the federal state educational standard for preschool education.

9. Requirements for the structure, volume, conditions of implementation and results of mastering the educational program of preschool education are determined by the federal state educational standard of preschool education.

10. Educational programs for preschool education are independently developed and approved by educational organizations.

Educational programs of preschool education are developed and approved by the educational organization in accordance with the federal state educational standard of preschool education and taking into account the corresponding exemplary educational programs of preschool education<1>.

11. In educational organizations, educational activities are carried out in the state language of the Russian Federation.

In state and municipal educational organizations located on the territory of a republic of the Russian Federation, teaching and learning of the state languages ​​of the republics of the Russian Federation may be introduced in accordance with the legislation of the republics of the Russian Federation. Teaching and studying the state languages ​​of the republics of the Russian Federation should not be carried out to the detriment of teaching the state language of the Russian Federation<1>.

12. Mastering educational programs of preschool education is not accompanied by intermediate certifications and final certification of students<1>.

13. Educational activities in educational programs of preschool education in an educational organization are carried out in groups.

Groups can have a general developmental, compensatory, health-improving or combined orientation.

In general development groups, the educational program of preschool education is implemented.

In compensatory groups, an adapted educational program of preschool education for children with disabilities is implemented, taking into account the characteristics of their psychophysical development, individual capabilities, ensuring the correction of developmental disorders and social adaptation of pupils with disabilities.

Health-improving groups are created for children with tuberculosis intoxication, frequently ill children and other categories of children who need long-term treatment and the necessary set of special therapeutic and health measures. In health-improving groups, the educational program of preschool education is implemented, as well as a complex of sanitary, hygienic, therapeutic and preventive measures and procedures.

In combined groups, healthy children and children with disabilities are jointly educated in accordance with the educational program of preschool education, adapted for children with disabilities, taking into account the characteristics of their psychophysical development, individual capabilities, ensuring the correction of developmental disorders and social adaptation of pupils with disabilities health opportunities.

An educational organization can also organize:

groups of young children without the implementation of an educational program for preschool education, providing development, supervision, care and health improvement for pupils aged from 2 months to 3 years;

groups for supervision and care without the implementation of an educational program of preschool education for pupils aged from 2 months to 7 years. In supervision and care groups, a set of measures is provided for organizing meals and household services for children, ensuring their compliance with personal hygiene and daily routine;

family preschool groups in order to meet the population's needs for preschool education services in families. Family preschool groups may have a general developmental focus or provide supervision and care for children without implementing a preschool education program.

Groups can include both pupils of the same age and pupils of different ages (multi-age groups).

14. The operating hours of an educational organization for a five-day or six-day working week are determined by the educational organization independently in accordance with its charter. Groups can operate in the following mode: full day (12-hour stay); shortened day (8 - 10.5 hour stay); extended day (13 - 14 hour stay); short-term stay (from 3 to 5 hours a day) and round-the-clock stay. At the request of parents (legal representatives), it is possible to organize group work also on weekends and holidays.

15. Parents (legal representatives) of a minor pupil, who ensure that the pupil receives preschool education in the form of family education, have the right to receive methodological, psychological-pedagogical, diagnostic and advisory assistance free of charge, including in preschool educational organizations and general education organizations, if appropriate consultation centers have been created in them. Ensuring the provision of such types of assistance is carried out by state authorities of the constituent entities of the Russian Federation.

The quality and effectiveness of preschool education are mediated by many factors, among which the educational program is not the least important. Since modern preschool educational institutions are represented by diversity, and parents have the opportunity to make a choice among kindergartens of various specializations and directions, the main preschool education programs are also quite diverse.

The Law “On Education” of the Russian Federation states that the staff of a preschool educational institution has the right to independently develop or select from existing programs those that most fully comply with the conditions and principles of operation of a given preschool institution. It cannot be said that this or that program is better or worse - they are all designed taking into account the necessary requirements, and each of them has its own advantages.

Let's briefly look at the main ones that are common in kindergartens in the Russian Federation.

What are the main preschool education programs?

All main preschool education programs can be divided into two types - comprehensive (or general education) and so-called partial (specialized, basic preschool education programs with a narrower and more pronounced focus).

Basic preschool education programs complex type take into account a holistic approach to the harmonious and comprehensive development of the child. According to such programs, education, training and development occur in all directions in accordance with existing psychological and pedagogical standards.

Partial basic preschool education programs suggest a main focus on any one direction in the development and upbringing of a child. In this case, a comprehensive approach to the implementation of preschool education is ensured by the competent selection of several partial programs.

Comprehensive core preschool education programs

"Origins"– a program in which due attention is paid to the development of the child’s personality in accordance with his age. The authors offer 7 basic personal characteristics that must be developed in a preschooler. The “Origins” educational program, like other basic preschool education programs, takes into account the comprehensive and harmonious development of the preschooler and makes it its priority.

"Rainbow"— in this program you will find 7 main types of activities typical for a preschooler. They include play, construction, mathematics, physical education, visual arts and manual labor, musical and plastic arts, speech development and familiarity with the outside world. Development under the program occurs in all of the above areas.

"Childhood"— the program is divided into 4 main blocks, each of which is a central element in the construction of preschool education. There are sections “Cognition”, “Healthy lifestyle”, “Creation”, “Humane attitude”.

"Development" is a special preschool education program that is based on the principle of gradually increasing the complexity of educational, educational and educational tasks. The program provides a planned, consistent approach to preschool education and child development.

"Little one" is a comprehensive program created specifically for children under 3 years of age. It takes into account the specifics of early childhood and ensures maximum efficiency in solving educational problems specifically for children of this age category. Includes several blocks - “We are waiting for you, baby!”, “Myself”, “Gulenka”, “How I will grow and develop”.

Partial basic preschool education programs

“Cobweb”, “Young ecologist”, “Our home is nature”— these programs are developed for the purpose of environmental education of preschool children. Accordingly, they instill in children a love and respect for nature and the world around us, and form an environmental awareness, which is very important for preschool children.

“Nature and the Artist”, “Semitsvetik”, “Integration”, “Umka - TRIZ”, “Baby”, “Harmony”, “Musical Masterpieces”, “Design and Manual Labor” - all these preschool education programs have one thing in common: they have a pronounced focus on the creative development of the child and on the artistic and aesthetic perception of the world.

“I, you, we”, “Development of children’s ideas about history and culture”, “I am a person”, “Heritage”, “Introducing children to the origins of Russian folk culture” - the listed main preschool education programs have a socio-cultural focus . They are designed to stimulate the development of spirituality, morality, cultural understanding and important social skills. In addition, some programs set the highest goal of instilling patriotism as a valuable personality characteristic.

“Sparkle”, “Play for health”, “Start”, “Hello!”, “Health”— in these programs, the emphasis is on the health improvement, physical development of the preschooler and his physical activity. The priorities are to instill a love of sports, an active and healthy lifestyle.

There are even more specialized core preschool programs. For example, Safety Fundamentals program involves preparing preschoolers for possible danger situations, natural disasters and emergencies. "Preschooler and Economics"- a program designed for economic education and the formation of initial financial and economic ideas.

Some basic preschool education programs have incorporated certain achievements of pedagogy and psychology.

For example, TRIZ program is based on the postulates of the Theory of Inventive Problem Solving, developed by G. T. Altshuller in 1945. It represents an original approach to the development of imagination, fantasy, creativity and ingenuity.

Program "Pedagogy of Maria Montessori" has an original position regarding the upbringing, training and education of a child, based on a solid scientific and philosophical basis. In addition, this program involves a deviation from some generally accepted pedagogical standards, for example, a rejection of the usual classroom-lesson system.

Application. The procedure for admission to training in educational programs of preschool education

Application

1. This Procedure for admission to training in educational programs of preschool education (hereinafter - the Procedure) determines the rules for admission of citizens of the Russian Federation to organizations carrying out educational activities in educational programs of preschool education (hereinafter - educational organizations).

2. Admission of foreign citizens and stateless persons, including compatriots abroad, to educational organizations at the expense of budgetary allocations from the federal budget, budgets of constituent entities of the Russian Federation and local budgets is carried out in accordance with international treaties of the Russian Federation, the Federal Law of December 29, 2012 N 273-FZ “On Education in the Russian Federation” (Collected Legislation of the Russian Federation, 2012, N 53, Art. 7598; 2013, N 19, Art. 2326; N 23, Art. 2878; N 27, Art. 3462; N 30, Art. 4036; No. 48, Art. 6165; 2014, No. 6, Art. 562, Art. 566) and this Procedure.

3. The rules for admission to a specific educational organization are established, to the extent not regulated by the legislation on education, by the educational organization independently.

Admission of citizens to study in educational programs of preschool education in a branch of an educational organization is carried out in accordance with the rules of admission to study in an educational organization.

4. The rules for admission to educational organizations must ensure the admission to the educational organization of all citizens who have the right to receive preschool education.

The rules for admission to state and municipal educational organizations must also ensure the admission to the educational organization of citizens who have the right to receive preschool education and who live in the territory to which the specified educational organization is assigned (hereinafter referred to as the assigned territory).

5. Admission to a state or municipal educational organization may be denied only due to the lack of free places in it, with the exception of cases provided for in Article 88 of the Federal Law of December 29, 2012 N 273-FZ “On Education in the Russian Federation” (Collected Legislation Russian Federation, 2012, Article 7598; 2013, Article 2326; Article 2878; Article 3462; Article 4036; Article 6165; , N 6, art. 562, art. 566). If there are no places in a state or municipal educational organization, the parents (legal representatives) of the child, in order to resolve the issue of his placement in another general education organization, apply directly to the executive body of the constituent entity of the Russian Federation that carries out public administration in the field of education, or the local government body that carries out management in the field of education.

6. An educational organization is obliged to familiarize parents (legal representatives) with its charter, license to carry out educational activities, educational programs and other documents regulating the organization and implementation of educational activities, the rights and responsibilities of students.

State and municipal educational organizations post an administrative act of the local government body of a municipal district, urban district (in cities of federal significance - an act of a body determined by the laws of these constituent entities of the Russian Federation) on assigning educational organizations to specific territories of the municipal district, urban district, issued no later than April 1 of the current year (hereinafter referred to as the administrative act on the assigned territory).

For administrative acts on a designated territory issued in 2014, the publication deadline is no later than May 1.


Copies of these documents and information about the deadlines for accepting documents are posted on the information stand of the educational organization and on the official website of the educational organization on the Internet. The fact that the parents (legal representatives) of the child are familiar with the specified documents is recorded in the application for admission to the educational organization and is certified by the personal signature of the parents (legal representatives) of the child.

7. Admission to an educational organization is carried out throughout the entire calendar year, subject to availability.

8. Admission documents are submitted to the educational organization to which the referral was received as part of the implementation of state and municipal services provided by executive authorities of the constituent entities of the Russian Federation and local governments for accepting applications, registering and enrolling children in educational organizations that implement the basic educational program for preschool education (kindergartens).

9. Admission to an educational organization is carried out upon personal application of the parent (legal representative) of the child upon presentation of the original identification document of the parent (legal representative), or the original identification document of a foreign citizen and stateless person in the Russian Federation in accordance with Article 10 of the Federal Law of July 25, 2002 N 115-FZ “On the legal status of foreign citizens in the Russian Federation” (Collected Legislation of the Russian Federation, 2002, N 30, Art. 3032).

An educational organization can accept the specified application in the form of an electronic document using public information and telecommunication networks.

In the application, the parents (legal representatives) of the child indicate the following information:

a) last name, first name, patronymic (last - if available) of the child;

b) date and place of birth of the child;

c) last name, first name, patronymic (last - if available) of the child’s parents (legal representatives);

d) address of the place of residence of the child, his parents (legal representatives);

e) contact numbers of the child’s parents (legal representatives).

A sample application form is posted by the educational organization on the information stand and on the official website of the educational organization on the Internet.

Admission of children entering an educational organization for the first time is carried out on the basis of a medical report.

f) on the choice of the language of education, the native language from among the languages ​​of the peoples of the Russian Federation, including the Russian language as the native language.

For admission to an educational organization:

a) parents (legal representatives) of children living in the assigned territory, in order to enroll the child in an educational organization, additionally present the original birth certificate of the child or a document confirming the applicant’s relationship (or the legality of the representation of the child’s rights), a certificate of registration of the child at the place of residence or place of stay in the assigned territory or a document containing information about the registration of the child at the place of residence or place of stay;

b) parents (legal representatives) of children who do not live in the assigned territory additionally present the child’s birth certificate.

Parents (legal representatives) of children who are foreign citizens or stateless persons additionally present a document confirming the applicant’s relationship (or the legality of the representation of the child’s rights) and a document confirming the applicant’s right to stay in the Russian Federation.

Foreign citizens and stateless persons submit all documents in Russian or together with a duly certified translation into Russian.

Copies of the documents presented at the time of admission are stored in the educational organization for the duration of the child’s education.

10. Children with disabilities are accepted for training in an adapted educational program of preschool education only with the consent of their parents (legal representatives) and on the basis of recommendations of the psychological, medical and pedagogical commission.

11. The requirement to submit other documents for the admission of children to educational organizations insofar as they are not regulated by the legislation on education is not permitted.

12. The fact that the parents (legal representatives) of the child are familiarized, including through public information systems, with the license to carry out educational activities and the charter of the educational organization is recorded in the application for admission and certified by the personal signature of the parents (legal representatives) of the child.

The signature of the child’s parents (legal representatives) also records consent to the processing of their personal data and the child’s personal data in the manner established by the legislation of the Russian Federation.

13. Parents (legal representatives) of a child can send an application for admission to an educational organization by mail with a receipt notification through the official website of the founder of the educational organization on the Internet information and telecommunications network, the federal state information system "Unified portal of state and municipal services (functions) )" in the procedure for providing state and municipal services in accordance with paragraph 8 of this Procedure.

The original passport or other identification document of the parents (legal representatives), and other documents in accordance with paragraph 9 of this Procedure are presented to the head of the educational organization or an official authorized by him within the time frame determined by the founder of the educational organization, before the child begins visiting the educational organization.

14. An application for admission to an educational organization and the documents attached to it, submitted by the parents (legal representatives) of children, are registered by the head of the educational organization or an authorized official responsible for accepting documents in the journal for accepting applications for admission to an educational organization. After registering the application, the parents (legal representatives) of the children are given a receipt for receipt of documents containing information about the registration number of the application for admission of the child to the educational organization, the list of submitted documents. The receipt is certified by the signature of the official of the educational organization responsible for receiving documents and the seal of the educational organization.

15. Children whose parents (legal representatives) have not submitted the documents necessary for admission in accordance with paragraph 9 of this Procedure remain registered as children in need of a place in an educational organization. A child is given a place in an educational organization when places become available in the appropriate age group during the year.

16. After receiving the documents specified in paragraph 9 of this Procedure, the educational organization enters into an education agreement on educational programs for preschool education (hereinafter referred to as the agreement) with the parents (legal representatives) of the child.

The head of an educational organization issues an administrative act on the enrollment of a child in an educational organization (hereinafter referred to as the administrative act) within three working days after the conclusion of the agreement. The administrative act is posted on the information stand of the educational organization within three days after publication. The official website of the educational organization on the Internet contains details of the administrative act, the name of the age group, and the number of children enrolled in the specified age group.

After the issuance of the administrative act, the child is removed from the register of children in need of a place in an educational organization in order to provide state and municipal services in accordance with paragraph 8 of this Procedure.

18. For each child enrolled in an educational organization, a personal file is opened in which all submitted documents are stored.
