IMPROVING SCHOLARSHIP PROVISIONS FOR STUDENTS

IN FEDERAL STATE EDUCATIONAL INSTITUTIONS

PROFESSIONAL EDUCATION

The Government of the Russian Federation decides:

1. Establish that the budget allocations provided for the Ministry of Education and Science of the Russian Federation in the federal budget for the corresponding financial year under the subsection “Higher and Postgraduate Professional Education” of the section “Education” of the classification of budget expenditures for improving scholarship provision for students in federal state educational institutions vocational education, are used:

a) for the payment of scholarships of the President of the Russian Federation, established by Decree of the President of the Russian Federation of September 14, 2011 N 1198 “On scholarships of the President of the Russian Federation for undergraduate and graduate students studying in areas of training (specialties) corresponding to priority areas of modernization and technological development Russian economy";

b) for the payment of scholarships of the Government of the Russian Federation, established by Decree of the Government of the Russian Federation of July 20, 2011 N 600 "On scholarships of the Government of the Russian Federation for undergraduate and graduate students studying in areas of training and specialties corresponding to priority areas of modernization and technological development of the Russian economy" ;

c) for the payment of scholarships of the Government of the Russian Federation, established by Decree of the Government of the Russian Federation of July 28, 2011 N 625 “On scholarships of the Government of the Russian Federation for students in educational programs of primary vocational and secondary vocational education, corresponding to priority areas of modernization and technological development of the economy of the Russian Federation ";

d) to increase the scholarship fund of federal state educational institutions of higher professional education in accordance with the Rules for improving scholarship provision for students of federal state educational institutions of higher professional education, approved by this Resolution.

2. Approve the attached Rules for improving scholarship provision for students of federal state educational institutions of higher professional education.

3. The Ministry of Education and Science of the Russian Federation, within one month from the date of adoption of this Resolution, shall approve the procedure for distributing budgetary allocations provided for the Ministry of Education and Science of the Russian Federation in the federal budget for improving scholarship provision for students in federal state educational institutions of vocational education.

IMPROVING SCHOLARSHIP PROVISIONS FOR STUDENTS

FEDERAL STATE EDUCATIONAL INSTITUTIONS

HIGHER PROFESSIONAL EDUCATION

I. General provisions

1. These Rules establish the procedure for improvement scholarships students studying in federal state educational institutions of higher professional education on a full-time basis at the expense of the federal budget in the main educational programs of higher professional education (hereinafter referred to as students, institutions of higher professional education, respectively).

2. In order to improve the provision of scholarships to students, the scholarship fund of institutions of higher professional education is being increased and increased state academic scholarships (hereinafter referred to as increased scholarships) are being awarded to students who have achievements in educational, research, social, cultural, creative and sports activities.

3. An increased scholarship is paid for achievements in any one or more areas of activity specified in paragraph 2 of these Rules.

4. The number of students at an institution of higher professional education receiving an increased scholarship in accordance with these Rules cannot be more than 10 percent of the total number of students receiving a state academic scholarship.

5. Upon appointment increased scholarships in accordance with these Rules, an institution of higher professional education may use it to increase scholarships for achievements in educational activities no more than 20 percent of the total increase in the scholarship fund carried out in accordance with these Rules.

6. The institution of higher professional education independently determines the amount of the increased scholarship depending on the courses of study, taking into account the priority increase in scholarships for students studying in more senior courses. For each educational program by decision of the academic council of the institution of higher professional education, a course (semester) is established, starting from which an increased scholarship is awarded.

The decision on the amount of the increased scholarship is made by the academic council of the institution of higher professional education with the participation of representatives of student government bodies.

II. Criteria for awarding an increased scholarship

7. An increased scholarship is awarded for the student’s achievements in educational activities if these activities meet one or more of the following criteria:

a) the student receives based on the results intermediate certification for at least 2 consecutive semesters preceding the award of the scholarship, grades “excellent” and “good” with at least 50 percent of grades “excellent”;

b) recognition of the student as a winner or prize-winner of an international, all-Russian, departmental or regional olympiad, competition, competition, competition and other event held by an institution of higher professional education, public and other organization, aimed at identifying the educational achievements of students conducted during the 2 years preceding the appointment scholarships.

8. In case of academic debt or retaking an exam (test) for an unexcused reason during 2 consecutive semesters preceding the award of a scholarship, an increased scholarship is not awarded.

9. An increased scholarship is awarded for the student’s achievements in research activities if these activities meet one or more of the following criteria:

a) receipt by the student within 2 years preceding the appointment of an increased scholarship:

awards (prizes) for the results of research work conducted by an institution of higher professional education or other organization;

a document certifying the student’s exclusive right to the scientific (scientific-methodological, scientific-technical, scientific-creative) result of intellectual activity achieved by him (patent, certificate);

grant for research work;

b) the student has a publication in a scientific (educational, scientific, educational and methodological) international, all-Russian, departmental or regional publication, in a publication of an institution of higher professional education or other organization during the year preceding the appointment of an increased scholarship;

c) other public presentation by the student during the year preceding the appointment of an increased scholarship, the results of research work, including by giving a report (message) at a conference, seminar and other international, all-Russian, departmental, regional event held by an institution of higher professional education education, public or other organization.

10. An increased scholarship is awarded for the student’s achievements in social activities if these activities meet one or more of the following criteria:

a) systematic participation of the student in carrying out (ensuring the carrying out):

socially oriented, cultural (cultural-educational, cultural-educational) activities in the form of patronage assistance, charity events and other similar forms;

social activities aimed at promoting universal human values, respect for human rights and freedoms, as well as protecting nature;

socially significant cultural events;

b) systematic participation of the student in activities related to information support socially significant events, public life institutions of higher professional education (in developing the website of an institution of higher professional education, organizing and ensuring the activities of funds mass media, including in the publication of a newspaper, magazine, creation and implementation of television and radio programs of an institution of higher professional education);

c) student participation (membership) in public organizations during the year preceding the appointment of the increased scholarship;

d) systematic participation of the student in ensuring the protection of the rights of students;

e) systematic gratuitous performance by a student of socially useful activities, including organizational ones, aimed at maintaining public safety and improvement environment, environmental activities or other similar activities.

11. An increased scholarship is awarded for the student’s achievements in cultural and creative activities if this activity meets one or more of the following criteria:

a) receipt by the student, within 2 years preceding the appointment of an increased scholarship, of an award (prize) for the results of cultural and creative activities carried out by him within the framework of activities carried out by an institution of higher professional education or other organization, including within the framework of a competition, show and other similar international, all-Russian, departmental, regional event;

b) public presentation by a student, during the year preceding the appointment of an increased scholarship, of a work of literature or art created by him ( literary work, dramatic, musical-dramatic work, screenplay, choreographic work, pantomime, piece of music with or without text, audiovisual work, painting, sculpture, graphic, design, graphic story, comic book, other work visual arts, works of decorative and applied art, scenographic art, works of architecture, urban planning, gardening art, including in the form of a project, drawing, image, layout, photographic work, work obtained by a method similar to photography, geographical, geological, other maps, plan, sketch, plastic work related to geography, topography and other sciences, as well as other work);

c) systematic participation of the student in conducting (ensuring the conduct of) public cultural and creative activities of an educational, propaganda nature and other socially significant public cultural and creative activities.

12. An increased scholarship is awarded for the student’s achievements in sports activities if this activity meets one or more of the following criteria:

a) receipt by a student, within 2 years prior to the appointment of an increased scholarship, of an award (prize) for the results of sports activities carried out by him in the framework of international, all-Russian, departmental, regional sports events held by an institution of higher professional education or other organization;

b) systematic participation of the student in sports events of an educational, propaganda nature and (or) other socially significant sports events.

13. An increased scholarship is not awarded for achievements in sports activities to students receiving a scholarship of the President of the Russian Federation, paid in accordance with Decree of the President of the Russian Federation dated March 31, 2011 N 368 “On scholarships of the President of the Russian Federation for athletes, coaches and other specialists of sports teams Russian Federation in sports included in the programs of the Olympic Games, Paralympic Games and Deaflympics, champions of the Olympic Games, Paralympic Games and Deaflympics."

III. Procedure and conditions of financial support

improving scholarship provision for students

14. The Ministry of Education and Science of the Russian Federation, within the limits of budgetary allocations provided for it in the consolidated budget schedule of the federal budget for the current financial year and the planning period for the purposes specified in paragraph 1 of these Rules, submits, in the prescribed manner, proposals to the Ministry of Finance of the Russian Federation to introduce changes to the specified consolidated budget schedule in terms of redistribution of the specified budget allocations between the main managers of federal budget funds, which are in charge of institutions of higher professional education, and institutions of higher professional education, which are the main managers of federal budget funds, based on the number of students studying in institutions of higher education vocational education, as well as increasing coefficients(if established) for the scholarship fund of the federal state budget educational institution higher professional education "Moscow State University named after M.V. Lomonosov" and the federal state budgetary educational institution of higher professional education "St. Petersburg State University", as well as federal universities and universities for which the Government of the Russian Federation has established the category “national research university”.

15. Increasing coefficients for the scholarship fund are established:

a) by an administrative act of the Ministry of Education and Science of the Russian Federation - for institutions of higher professional education subordinate to it, as well as for institutions of higher professional education that are the main managers of federal budget funds;

b) an administrative act of the main manager of federal budget funds - for institutions of higher professional education subordinate to him.

16. Financial support for improving scholarship provision for students is carried out on the basis of budget estimates (for state-owned institutions of higher professional education) or by providing subsidies from the federal budget in accordance with paragraph 1 of article 78.1 Budget Code of the Russian Federation (for budgetary and autonomous institutions of higher professional education).

17. The main managers of federal budget funds, which are in charge of institutions of higher professional education and institutions of higher professional education, which are the main managers of federal budget funds, annually, before September 1, submit a report to the Ministry of Education and Science of the Russian Federation in the form established by the Ministry of Education and science of the Russian Federation, on the payment of increased scholarships for the previous academic year.

The Government of the Russian Federation decides:

1. 3. a) receipt by the student, within 2 years preceding the appointment of an increased scholarship, of an award (prize) for the results of cultural and creative activities carried out by him within the framework of activities carried out by an institution of higher professional education or other organization, including within the framework of a competition, show and other similar international, all-Russian, departmental, regional event;

a) receipt by a student, within 2 years prior to the appointment of an increased scholarship, of an award (prize) for the results of sports activities carried out by him in the framework of international, all-Russian, departmental, regional sports events held by an institution of higher professional education or other organization;

b) systematic participation of the student in sports events of an educational, propaganda nature and (or) other socially significant sports events.

13. An increased scholarship is not awarded for achievements in sports activities to students receiving a scholarship of the President of the Russian Federation, paid in accordance with Decree of the President of the Russian Federation dated March 31, 2011 N 368 “On scholarships of the President of the Russian Federation for athletes, coaches and other specialists of sports teams Russian Federation in sports included in the programs of the Olympic Games, Paralympic Games and Deaflympics, champions of the Olympic Games, Paralympic Games and Deaflympics."

16. 17. In accordance with Article 9 of the Federal Law “On the budget of the Federal Compulsory Medical Insurance Fund for 2008 and for the planning period of 2009 and 2010,” the Government of the Russian Federation decides:

  1. Approve the attached:
    Rules for the provision in 2008 - 2010 of subsidies from the budget of the Federal Compulsory Health Insurance Fund to the budgets of territorial compulsory health insurance funds for medical examination of orphans and children left without parental care in inpatient institutions;
    a standard form of an agreement on financing by the territorial compulsory health insurance fund of the costs of medical examination of orphans and children left without parental care in inpatient institutions.
  2. To the Ministry of Health and Social Development of the Russian Federation:
    A) in agreement with the Ministry of Education and Science of the Russian Federation, approve the procedure for conducting medical examinations of orphans and children left without parental care in inpatient institutions in 2008 - 2010;
    b) in agreement with the Ministry of Education and Science of the Russian Federation, the Ministry of Finance of the Russian Federation and the Federal Compulsory Health Insurance Fund, determine the cost standard for medical examination of one child;
    V) with the participation of the Federal Compulsory Medical Insurance Fund and executive authorities of the constituent entities of the Russian Federation, organize the conclusion of contracts in accordance with the standard form approved by this Resolution;
    G) give the necessary explanations on the procedure and conduct of clinical examination of orphans and children left without parental care in inpatient institutions.
  3. It is recommended that the executive authorities of the constituent entities of the Russian Federation take measures to clarify the number of orphans and children left without parental care in inpatient institutions, as well as approve a schedule for conducting medical examinations in the constituent entities of the Russian Federation in 2008 - 2010 in a form approved by the Ministry of Health and social development of the Russian Federation.

Rules for the provision in 2008 - 2010 of subsidies from the budget of the Federal Compulsory Health Insurance Fund to the budgets of territorial compulsory health insurance funds for medical examination of orphans and children left without parental care in inpatient institutions

  1. These Rules determine the procedure for providing subsidies from the budget of the Federal Compulsory Health Insurance Fund (hereinafter - the Fund) in 2008 - 2010 to the budgets of territorial compulsory health insurance funds (hereinafter - territorial funds) for medical examination of orphans and children left without children in inpatient institutions. parental care (hereinafter referred to as medical examination of children).
  2. Provision of subsidies to the budgets of territorial funds for medical examination of children (hereinafter referred to as subsidies) is carried out within the limits of budgetary allocations provided for Federal law"On the budget of the Federal Compulsory Medical Insurance Fund for 2008 and for the planning period of 2009 and 2010" for medical examination of children.
  3. Subsidies are provided to the budget of the territorial fund on the basis of requests from the territorial fund on a monthly basis based on the number of orphans and children left without parental care in inpatient institutions who are subject to medical examination in accordance with the schedule of medical examination in the constituent entity of the Russian Federation for the current financial year, and the cost standard for carrying out medical examination of one child subject to the following conditions:
    A) the territorial fund enters into agreements with state (municipal) healthcare institutions of a constituent entity of the Russian Federation (hereinafter referred to as healthcare institutions) that have a license for medical activities, including work (services) in the specialties of pediatrics, neurology, ophthalmology, pediatric surgery, “psychiatry”, “otorhinolaryngology”, “obstetrics and gynecology”, “pediatric dentistry”, “traumatology and orthopedics”, “pediatric urology - andrology”, “pediatric endocrinology”, “laboratory diagnostics”, “functional diagnostics”, “ultrasound diagnostics” ", contracts in accordance with the standard form approved by Decree of the Government of the Russian Federation of December 29, 2007 N 945;
    b) a separate account of the territorial fund is opened in accordance with the established procedure in a division of the settlement network of the Central Bank of the Russian Federation for the transfer of subsidies;
    V) the territorial fund submits applications for subsidies monthly, before the 20th, in the manner and form established by the Fund;
    G) the territorial fund presents a schedule for the medical examination of children for the current financial year, approved by the constituent entity of the Russian Federation;
    d) On a monthly basis, before the 20th day of the month following the reporting month, the territorial fund submits reports on the use of subsidies in the manner and in the forms established by the Fund.
  4. The Fund monthly, until the 25th day, transfers subsidies from a separate account opened in the prescribed manner in a division of the settlement network of the Central Bank of the Russian Federation on the balance account for accounting for the Fund's funds, territorial funds to separate accounts opened to finance the costs of medical examination of children in divisions of the settlement network of the Central Bank of the Russian Federation on the balance sheet account for accounting for funds of territorial funds.
  5. The territorial fund transfers funds received in the form of subsidies to a health care institution for following conditions:
    A) the healthcare institution enters into an agreement with the territorial fund in accordance with the standard form approved by Decree of the Government of the Russian Federation of December 29, 2007 N 945;
    b) the health care institution uses funds transferred by the territorial fund to carry out medical examinations of children;
    V) in accordance with the established procedure, a separate account of the health care institution is opened to transfer funds to finance the costs of medical examination of children.

  6. Territorial funds conduct a medical and economic examination of invoices submitted by health care institutions for payment of expenses for medical examination of children and make their payment in the prescribed manner on a monthly basis, no later than the 25th day of the month following the reporting month.
  7. Funds received by healthcare institutions for medical examination of children are used to pay for the labor of medical workers involved in medical examination of children (with the exception of local pediatricians, general practitioners (family doctors), nurses, local pediatricians, nurses of general practitioners (family) practice), and for the purchase of consumables necessary for medical examination of children.
  8. Subsidies not spent in the reporting month are credited to territorial funds for subsequent financing and are considered an advance payment for medical examination of children in the next reporting month within the limits of 2008, 2009 and 2010, respectively.
    The lack of funds required according to the register of accounts to pay for the costs of medical examination of children in the previous month is reimbursed to territorial funds in the current month within the limits of the amounts of subsidies credited in previous months in the form of advance payments.
  9. Health care institutions keep separate records of funds spent on medical examinations of children and submit reports to territorial funds in the manner and form established by the Fund.

a) ensures, in accordance with the schedule, the medical examination of orphans and children left without parental care in inpatient institutions during the period of validity of this Agreement;

b) ensures, in the manner determined by the Ministry of Health and Social Development of Russia, registration of orphans and children left without parental care who have undergone medical examination in inpatient institutions, and in the event of circumstances arising that impede the medical examination of orphans and children left without parental care, in 3 - the Foundation informs about this in writing within one day;

c) maintains registers of invoices for payment of expenses for medical examination of orphans and children left without parental care in inpatient institutions;

III. Notifications and messages

1. All notices and communications related to the execution of this Agreement must be sent in writing.

2. The parties undertake to immediately notify each other of any changes in their legal addresses and bank details.

IV. Procedure for termination and termination of the Agreement

1. This Agreement terminates in the following cases:

a) expiration (suspension, revocation) of the license for the institution to carry out medical activities;

b) expiration of this Agreement;

c) liquidation of one of the parties to this Agreement.

2. This Agreement may be terminated by either party unilaterally in the event of systematic (more than 3 months) failure of one party to fulfill its obligations.

In case of early unilateral termination of this Agreement, the party initiating the termination shall notify the other party of this 30 days before the date of termination in writing, indicating the reasons.

V. Duration of the Agreement

LIFE SITUATION

In accordance with Article 4 of the Federal Law “On the budget of the Federal Compulsory Medical Insurance Fund for 2010 and for the planning period of 2011 and 2012,” the Government of the Russian Federation decides:

1. Approve the attached:

Rules for the provision in 2010 of subsidies from the budget of the Federal Compulsory Health Insurance Fund to the budgets of territorial compulsory health insurance funds for medical examination of orphans and children in difficult life situations staying in inpatient institutions;

a) in agreement with the Ministry of Education and Science of the Russian Federation, approve the procedure for conducting medical examinations of orphans and children in difficult life situations staying in inpatient institutions in 2010, as well as a list of inpatient institutions in which orphans and children in difficult situations are brought up in a difficult life situation;

b) in agreement with the Ministry of Education and Science of the Russian Federation, the Ministry of Finance of the Russian Federation and the Federal Compulsory Medical Insurance Fund, determine the cost standard for medical examination of one child;

c) with the participation of the Federal Compulsory Medical Insurance Fund and executive authorities of the constituent entities of the Russian Federation, organize the conclusion of contracts in accordance with the standard form approved by this Resolution;

d) provide the necessary explanations on the procedure and conduct of clinical examination of orphans and children in difficult life situations staying in inpatient institutions.

3. 1. These Rules determine the procedure for providing subsidies in 2010 from the budget of the Federal Compulsory Medical Insurance Fund (hereinafter referred to as the Fund) to the budgets of territorial compulsory health insurance funds (hereinafter referred to as territorial funds) for medical examination of orphans and children in inpatient institutions. difficult life situation.

3. Subsidies are provided to the budget of the territorial fund on the basis of applications from the territorial fund on a monthly basis based on the number of orphans and children in difficult life situations staying in inpatient institutions, subject to medical examination in accordance with the schedule of medical examination in the constituent entity of the Russian Federation for the current financial year, and standard costs for medical examination of one child, subject to the following conditions:

a) the territorial fund enters into agreements with state (municipal) healthcare institutions (hereinafter referred to as healthcare institutions) that have a license for medical activities, including work (services) in the specialties of “pediatrics”, “neurology”, “ophthalmology”, “children’s surgery”, “ psychiatry", "otorhinolaryngology", "obstetrics and gynecology", "pediatric dentistry", "traumatology and orthopedics", "pediatric urology - andrology", "pediatric endocrinology", "laboratory diagnostics", "functional diagnostics", "ultrasound diagnostics" , contracts in accordance with the standard form approved by Decree of the Government of the Russian Federation of December 29, 2007 N 945;

b) a separate account of the territorial fund is opened in accordance with the established procedure in a division of the settlement network of the Central Bank of the Russian Federation for the transfer of subsidies;

c) the territorial fund submits applications for subsidies monthly, before the 20th, in the manner and form established by the Fund;

d) the territorial fund submits a schedule for medical examination of children for the current financial year, approved by the constituent entity of the Russian Federation;

e) the territorial fund submits reports on the use of subsidies on a monthly basis, before the 20th day of the month following the reporting month, in the manner and in the forms established by the Fund.

4. The Fund monthly, until the 25th day, transfers subsidies from a separate account opened in accordance with the established procedure in a division of the settlement network of the Central Bank of the Russian Federation on the balance account for accounting for the Fund’s funds, territorial funds to separate accounts opened to finance the costs of medical examinations children in the divisions of the settlement network of the Central Bank of the Russian Federation on the balance account for accounting for funds of territorial funds.

5. The territorial fund transfers funds received in the form of subsidies to a health care institution on the following conditions:

6. 1. 3. RULES FOR IMPROVING SCHOLARSHIP PROVISION FOR STUDENTS OF FEDERAL STATE EDUCATIONAL INSTITUTIONS OF HIGHER PROFESSIONAL EDUCATION I. General provisions

1. These Rules establish the procedure for improving the provision of scholarships to students studying at federal state educational institutions of higher professional education on a full-time basis at the expense of the federal budget for the main educational programs of higher professional education (hereinafter referred to as students, institutions of higher professional education, respectively).

2. In order to improve the provision of scholarships to students, the scholarship fund of institutions of higher professional education is being increased and increased state academic scholarships (hereinafter referred to as increased scholarships) are being awarded to students who have achievements in educational, research, social, cultural, creative and sports activities.

3. An increased scholarship is paid for achievements in any one or more areas of activity specified in paragraph 2 of these Rules.

4. The number of students at an institution of higher professional education receiving an increased scholarship in accordance with these Rules cannot be more than 10 percent of the total number of students receiving a state academic scholarship.

5. When assigning increased scholarships in accordance with these Rules, an institution of higher professional education may use no more than 20 percent of the total increase in the scholarship fund carried out in accordance with these Rules to increase scholarships for achievements in educational activities.

6. The institution of higher professional education independently determines the amount of the increased scholarship depending on the courses of study, taking into account the priority increase in scholarships for students studying in more senior courses. For each educational program, by decision of the academic council of the institution of higher professional education, a course (semester) is established, starting from which an increased scholarship is awarded.

The decision on the amount of the increased scholarship is made by the academic council of the institution of higher professional education with the participation of representatives of student government bodies.

II. Criteria for awarding an increased scholarship

7. An increased scholarship is awarded for the student’s achievements in educational activities if these activities meet one or more of the following criteria:

a) the student receives “excellent” and “good” grades based on the results of the interim assessment for at least 2 consecutive semesters preceding the award of the scholarship, with at least 50 percent of the “excellent” grades;

B) recognition of the student as a winner or prize-winner of an international, all-Russian, departmental or regional olympiad, competition, competition, competition and other event held by an institution of higher professional education, public and other organization, aimed at identifying the educational achievements of students conducted during the 2 years preceding the appointment scholarships.

8. In case of academic debt or retaking an exam (test) for an unexcused reason during 2 consecutive semesters preceding the award of a scholarship, an increased scholarship is not awarded.

9. An increased scholarship is awarded for the student’s achievements in research activities if these activities meet one or more of the following criteria:

a) receipt by the student within 2 years preceding the appointment of an increased scholarship:

awards (prizes) for the results of research work conducted by an institution of higher professional education or other organization;

A document certifying the student’s exclusive right to the scientific (scientific-methodological, scientific-technical, scientific-creative) result of intellectual activity achieved by him (patent, certificate);

Grant for research work;

b) the student has a publication in a scientific (educational, scientific, educational and methodological) international, all-Russian, departmental or regional publication, in a publication of an institution of higher professional education or other organization during the year preceding the appointment of an increased scholarship;

c) other public presentation by the student during the year preceding the appointment of an increased scholarship, the results of research work, including by giving a report (message) at a conference, seminar and other international, all-Russian, departmental, regional event held by an institution of higher professional education education, public or other organization.

10. An increased scholarship is awarded for the student’s achievements in social activities if these activities meet one or more of the following criteria:

a) systematic participation of the student in carrying out (ensuring the carrying out):

Socially oriented, cultural (cultural-educational, cultural-educational) activities in the form of patronage assistance, charity events and other similar forms;

social activities aimed at promoting universal human values, respect for human rights and freedoms, as well as protecting nature;

socially significant cultural events;

b) systematic participation of the student in information support of socially significant events, public life of the institution of higher professional education (in the development of the website of the institution of higher professional education, organization and support of the activities of the media, including the publication of newspapers, magazines, creation and implementation of television - and radio programs of institutions of higher professional education);

c) the student’s participation (membership) in public organizations during the year preceding the appointment of an increased scholarship;

d) systematic participation of the student in ensuring the protection of the rights of students;

e) systematic gratuitous performance by a student of socially useful activities, including organizational ones, aimed at maintaining public safety, improving the environment, environmental protection activities or other similar activities.

11. An increased scholarship is awarded for the student’s achievements in cultural and creative activities if this activity meets one or more of the following criteria:

a) receipt by the student, within 2 years preceding the appointment of an increased scholarship, of an award (prize) for the results of cultural and creative activities carried out by him within the framework of activities carried out by an institution of higher professional education or other organization, including within the framework of a competition, show and other similar international, all-Russian, departmental, regional event;

B) public presentation by a student, during the year preceding the appointment of an increased scholarship, of a work of literature or art created by him (literary work, dramatic, musical-dramatic work, screenplay, choreographic work, pantomime, musical work with or without text, audiovisual work, works of painting, sculpture, graphics, design, graphic story, comics, other works of fine art, works of decorative and applied art, scenographic art, works of architecture, urban planning, landscape art, including in the form of a project, drawing, image, layout, a photographic work, a work obtained by a method similar to photography, a geographical, geological, other map, plan, sketch, plastic work related to geography, topography and other sciences, as well as another work);

C) systematic participation of the student in conducting (ensuring the conduct of) public cultural and creative activities of an educational, propaganda nature and other socially significant public cultural and creative activities.

12. An increased scholarship is awarded for the student’s achievements in sports activities if this activity meets one or more of the following criteria:

a) receipt by a student, within 2 years prior to the appointment of an increased scholarship, of an award (prize) for the results of sports activities carried out by him in the framework of international, all-Russian, departmental, regional sports events held by an institution of higher professional education or other organization;

B) systematic participation of the student in sports events of an educational, propaganda nature and (or) other socially significant sports events.

13. An increased scholarship is not awarded for achievements in sports activities to students receiving a scholarship of the President of the Russian Federation, paid in accordance with Decree of the President of the Russian Federation dated March 31, 2011 N 368 “On scholarships of the President of the Russian Federation for athletes, coaches and other specialists of sports teams Russian Federation in sports included in the programs of the Olympic Games, Paralympic Games and Deaflympics, champions of the Olympic Games, Paralympic Games and Deaflympics."

III. The procedure and conditions for financial support for improving scholarship provision for students

14. The Ministry of Education and Science of the Russian Federation, within the limits of budgetary allocations provided for it in the consolidated budget schedule of the federal budget for the current financial year and the planning period for the purposes specified in paragraph 1 of these Rules, submits, in the prescribed manner, proposals to the Ministry of Finance of the Russian Federation to introduce changes to the specified consolidated budget schedule in terms of redistribution of the specified budget allocations between the main managers of federal budget funds, which are in charge of institutions of higher professional education, and institutions of higher professional education, which are the main managers of federal budget funds, based on the number of students studying in institutions of higher education professional education, as well as increasing coefficients (if they are established) for the scholarship fund of the federal state budgetary educational institution of higher professional education "Moscow State University named after M.V. Lomonosov" and the federal state budgetary educational institution of higher professional education "St. Petersburg State University", as well as federal universities and universities in respect of which the Government of the Russian Federation has established the category "national research university".

15. Increasing coefficients for the scholarship fund are established:

A) by an administrative act of the Ministry of Education and Science of the Russian Federation - for institutions of higher professional education subordinate to it, as well as for institutions of higher professional education that are the main managers of federal budget funds;

b) an administrative act of the main manager of federal budget funds - for institutions of higher professional education subordinate to him.

16. Financial support for improving scholarship provision for students is carried out on the basis of budget estimates (for state-owned institutions of higher professional education) or by providing subsidies from the federal budget in accordance with paragraph 1 of Article 78.1 of the Budget Code of the Russian Federation (for budgetary and autonomous institutions of higher professional education).

17. The main managers of federal budget funds, which are in charge of institutions of higher professional education and institutions of higher professional education, which are the main managers of federal budget funds, annually, before September 1, submit a report to the Ministry of Education and Science of the Russian Federation in the form established by the Ministry of Education and science of the Russian Federation, on the payment of increased scholarships for the previous academic year.
