The procedure for preparing and approving a passport for an architectural and planning solution and landscaping of the territory
1. The passport of the architectural planning solution and landscaping of the territory (hereinafter referred to as the passport) is a set of documents defining the boundaries of the improvement object, the main tasks and requirements for carrying out landscaping work.
2. The passport form for the architectural and planning solution and landscaping of the territory was approved by the decision of the Council of Deputies of the city of Belgorod. (On amendments to the decision of the Council of Deputies of the city of Belgorod dated April 30, 2013 No. 720 “On approval of the Rules for the improvement of the territory of the urban district “City of Belgorod”
3. The passport is not the basis for formalizing land relations, but the determination of the boundaries of the improvement object must be carried out taking into account the requirements of the city’s unified urban planning policy.
4. The passport developed for new construction, reconstruction, as well as existing facilities is integral part design documentation, records the main provisions of the improvement project, is developed according to the approved passport form and is submitted for approval to the Department of Architecture and Urban Planning of the city of Belgorod and to the relevant district management committee.
5. The passport of objects is carried out by the relevant district management committee. Planning solutions for objects can be developed by design organizations.
6. Additional information on the improvement object, necessary for record keeping, can be included in the passport at the request of the balance holder (land user, tenant).
7. Registration and assignment of numbers for all passports is carried out by the relevant district management committee.
8. Coordination of object passports is carried out by the Department of Architecture and Urban Planning, district management committees based on verification of the materials included in the passport.
9. The passport is developed in 2 copies (for the Customer and the relevant district management committee).
10. Work on the improvement and subsequent operation of facilities is carried out on the basis of a passport and in accordance with current legislation.
11. If conditions arise that entail significant changes in the character, architectural design of the building, the level of improvement, as well as requiring a change in the established boundaries of the object, the balance holder (land user, tenant) must order an adjustment of the passport from the appropriate district management committee.

- What objects are being developed for a site improvement passport in Belgorod?

A facility improvement passport is developed for each facility: a building, structure, structure, part of a non-residential premises, an enterprise as a property complex, on the territory of Belgorod, regardless of the form of ownership and whether the facility is functioning or not.

An inventory of the territories of the green fund of the city of Moscow is carried out in order to:

Obtaining reliable data on the condition of green spaces, species, age composition, quantitative and areal characteristics of natural communities, elements of comprehensive improvement for urban management at all levels of management, operation and financing;

Obtaining information about the location of green spaces, elements of comprehensive improvement on the territory of the green fund of the city of Moscow, indicating the legal holders of land plots responsible for its safety and condition;

Determining the compliance of the activities carried out by the rights holders of land plots in the territory of the green fund of the city of Moscow on landscaping objects with the established purpose of the territories;

Conducting an analysis of the state of the green fund of the city of Moscow;

Definitions of land plots occupied by various types of plantings, infrastructure or other elements in their composition;

Information support for the preparation of planning projects for natural, specially protected natural (hereinafter - SPNA) (for which there are no planning projects), specially protected green (hereinafter - SPNA), green areas and other territories occupied by green spaces, the city of Moscow;

Development of measures for the conservation and restoration of natural communities and recommendations for management of land plots; infrastructure and improvement elements in specially protected natural and other natural areas for the audit period for the management of the State Budgetary Institution "Moscow City Management of Natural Areas";

Determining the effectiveness of reforestation work, the quality of the created forest crops, their compliance with current standards and technical specifications. These materials make it possible to identify measures to improve the condition of crops;

Development of proposals for adjusting planning projects for protected areas, natural, green areas and other areas occupied by green spaces in the city of Moscow, territorial development schemes for protected areas in the city of Moscow;

Regulation of work and determination of costs for the preservation and maintenance of natural communities, green spaces, landscaping elements and comprehensive improvement and major repairs on the territory of the green fund of the city of Moscow (based on the obtained characteristics of the condition of landscaping elements and comprehensive improvement);

Drawing up a title list of green spaces, landscaping elements and comprehensive landscaping to calculate natural indicators for the territories of the green fund of the city of Moscow;

3.Conduct desk work on inventory of green areas:

Creation of an inventory plan for the object M1:500, with registration in accordance with the Decree of the Moscow Government dated October 4, 2005 No. 770-PP “On methodological recommendations on the preparation of dendrological plans and accounting statements”;

Drawing of tree and shrub vegetation on the plan with assignment of serial numbering in accordance with the list of green spaces;

Calculation of the total area of ​​the object and entering data into the statement;

Drawing flower beds on the plan, calculating their areas and entering them into the statement;

Drawing on the plan of buildings and structures, calculating their areas and entering them into the statement;

Calculation of the operational area of ​​the facility and entering data into the statement;

Drawing planar structures on the plan, calculating their areas and entering them into the statement;

4.Conduct cartographic works:

Providing electronic accounting of landscaping objects and green spaces when maintaining the AIS “Register of Green Spaces” and monitoring green spaces;

Drawing up a topographic plan in electronic form with reference to the Unified State Cartographic Basis of the City of Moscow in formats that ensure free import of data into geographic information systems;

Drawing up an inventory plan in accordance with existing requirements M1:500;

Approval of the Territory Improvement Passport in electronic form in the Department of Housing and Communal Services and the Department of Natural Resources and Environmental Protection.

1. Approve:

1.1. Form of a passport for landscaping a courtyard area (Appendix 1).

1.2. The procedure for developing, coordinating and approving a passport for landscaping a courtyard area (Appendix 2).

2. Establish that:

2.1. Passports “Planning decisions and landscaping of the territory”, prepared for courtyard areas on paper and approved in the prescribed manner before September 15, 2014, are valid until the passport for improvement of the courtyard territory is approved in the manner established by this resolution, but no later than December 31, 2014 G.

2.2. Passports for the comprehensive improvement of the territories of Moscow, prepared according to the form approved by order Mayor of Moscow dated December 31, 1999 N 1559-RM “On improving the operation and safety of landscaping facilities in courtyard areas”, are considered invalid from September 15, 2014.

2.3. The list of additional fields for the yard improvement passport form, the requirements for preparing an inventory plan and the procedure for filling out the yard improvement passport form in the automated control system "United dispatch service of the Department of Housing, Communal Services and City Improvement of the City of Moscow" are approved by the Department of Housing, Communal Services and City Improvement Moscow in agreement with the Department information technologies of the city of Moscow, the Department of Economic Policy and Development of the City of Moscow, as well as with the Department of Natural Resources and Environmental Protection of the City of Moscow (in terms of forms of accounting statements for green spaces: trees, shrubs, lawns and flower beds, as well as in terms of requirements for inventory plans).

2.4. The Department of Housing and Communal Services and Improvement of the City of Moscow develops and approves the forms, procedure for coordination and approval of a passport for a road facility, a passport for a lifting device for disabled people in apartment buildings, a passport for container sites for garbage and waste, passports for other territories and facilities whose maintenance is carried out outside account of the budget of the city of Moscow and is provided by the prefectures administrative districts of the city of Moscow and the Department of Housing and Communal Services and Improvement of the City of Moscow, within the following periods:

2.5. When approving the passport of a road facility, it is necessary to coordinate the passport of the road facility with the Department of Information Technologies of the city of Moscow, the Department of Economic Policy and Development of the city of Moscow, as well as with the Department of Natural Resources and Environmental Protection of the city of Moscow regarding data on green spaces.

To amend the resolution of the Moscow Government dated September 24, 2012 N 507-PP “On the procedure for the formation, coordination and approval of lists of works for the improvement of courtyard areas, parks, public gardens and major repairs of apartment buildings” (as amended by the resolution of the Moscow Government dated 4 June 2013 N 352-PP), replacing in subparagraph 3 of paragraph 7 of Appendix 1 to the resolution the words “passport for planning decisions and improvement of the courtyard area” with the words “passport for improvement of the courtyard area.”

7. Amend the Moscow Government Resolution No. 499-PP dated July 31, 2013 “On the automated control system “United dispatch service of the Department of Housing, Communal Services and Improvement of the City of Moscow”:

7.1. Clause 2.3 of the resolution should be stated as follows:

"2.3. ACS ODS is the only source of information, including those used for maintaining other information systems of the city of Moscow, about the objects of ACS ODS: vehicles intended to carry out work on the maintenance of road facilities and courtyard areas, removal of solid waste, and about city objects farms, including:

– road facilities, including all structurally designated elements and utility networks located at the road facility;

– courtyard areas;

– lifting devices for disabled people in apartment buildings;

– container sites for garbage and waste;

- other territories and facilities, the maintenance of which is carried out at the expense of the budget of the city of Moscow and is provided by the prefectures of the administrative districts of the city of Moscow and the Department of Housing, Communal Services and Improvement of the City of Moscow."

7.2. Clause 2.4 of the resolution should be stated as follows:

"2.4. The conclusion of government contracts and civil law agreements in order to ensure the maintenance, improvement and ongoing repair of municipal facilities, as well as the approval of government tasks for government agencies that maintain courtyard areas, is carried out only on the basis of information about municipal facilities specified in paragraph 2.3 of this resolution contained in the ACS ODS.

Settlements under government contracts and civil agreements concluded in order to ensure the maintenance, improvement and ongoing repairs of municipal facilities, as well as the provision of subsidies for financial support for the implementation of government tasks by government agencies of the city of Moscow that maintain courtyard areas, are carried out using ACS ODS. ".

7.3. The resolution is supplemented with clause 2.5 in the following wording:

"2.5. Information about the municipal facilities specified in paragraph 2.3 of this resolution, contained in the ACS ODS, is the basis for calculating the cost of comprehensive maintenance, current repairs, improvement and beautification of these facilities."

7.4. In paragraph 4 of the resolution, the words “acting” should be deleted.

7.5. Clause 1.2 of the appendix to the resolution should be stated as follows:

"1.2. ACS ODS is a state information system of the city of Moscow, containing information about road facilities, including all structurally designated elements and utility networks, courtyard areas, lifting devices for the disabled, container sites for garbage and waste, landscaping facilities and other territories and facilities, the maintenance of which is carried out at the expense of the city budget Moscow and is provided by the prefectures of the administrative districts of the city of Moscow and the Department of Housing and Communal Services and Improvement of the City of Moscow (hereinafter referred to as ACS ODS objects), and providing automation of the processes of planning, reporting, accounting, monitoring, analysis of the content of ACS ODS objects."

7.6. The appendix to the resolution is supplemented with clause 1.6.10 in the following wording:

"1.6.10. Preparation of passports for the objects of the ACS ODS specified in paragraph 1.2 of these Regulations in electronic form (electronic passportization)."

7.7. In paragraph 1.12 of the appendix to the resolution, the words “provider of information in the ACS ODS” should be deleted.

7.8. Clause 2.3.6 of the appendix to the resolution should be stated as follows:

PROCEDURE FOR DEVELOPMENT, APPROVAL AND APPROVAL OF A YARD TERRITORY IMPROVEMENT PASSPORT

1. General Provisions

The procedure for the development, approval and approval of a passport for the improvement of a yard area (hereinafter referred to as the Procedure) determines the procedure for creating, adjusting (updating), coordination and approval of a passport for the improvement of a yard area in the automated control system "United dispatch service of the Department of Housing, Communal Services and Improvement of the City of Moscow" ( hereinafter – ACS ODS) in order to optimize the process of transition to electronic certification of yard areas and elements located on it.

2. Terms and definitions

2.1. Yard territory is the territory of the city of Moscow adjacent to one or more apartment buildings, which is in the primary use of the persons living in them and includes, among other things, the territory on which green spaces, entrances and approaches to these apartment buildings are located. The courtyard area may include leisure, sports, recreational and household areas, including parking spaces and container sites.

2.2. Intra-block passage is a public road within the boundaries of the block.

2.3. Passport for the improvement of a yard area (hereinafter referred to as the Passport) is an electronic document (electronic passport) in the ACS of the established form, containing inventory data about the territory and the elements located on it, design solutions carried out as part of the maintenance of the territory and in cases established by the legislation of the city of Moscow, improvement of the territory, as well as a list of work performed.

3. The procedure for development, coordination and approval of the Passport. Updating your Passport

3.1. A passport is being developed for all courtyard areas located in the city of Moscow.

The inventory of courtyard areas, development and updating of Passports is ensured by the Department of Housing, Communal Services and Improvement of the City of Moscow at the expense of budgetary allocations provided for this Department by the Law of the City of Moscow on the budget of the City of Moscow for the corresponding financial year and planning period for these purposes. Work on the inventory of courtyard areas, development and updating of Passports is carried out by a state institution of the city of Moscow, subordinate to the Department of Housing, Communal Services and Improvement of the City of Moscow, on the basis of a state assignment.

3.2. The boundaries of the territories for which Passports are developed are established by the district governments of the city of Moscow or the executive and administrative bodies of local self-government of urban districts and settlements in the city of Moscow together with the Department of Housing, Communal Services and Improvement of the City of Moscow, taking into account the following features:

3.2.1. Crossing the borders of the territories indicated in the Passports is not allowed.

3.2.2. It is not allowed to establish boundaries of territories indicated in passports, leading to the formation of ownerless objects, defined resolution Government of Moscow dated June 14, 2011 N 262-PP “On the procedure for maintaining certain improvement facilities on the territory of the city of Moscow.”

3.3. A passport is not the basis for formalizing land relations.

3.4. The passport is developed based on the results of a field survey of the territory and the elements located on it (hereinafter referred to as the inventory).

3.5. Inventory work is carried out on the basis of current data from the Unified State Cartographic Basis of the City of Moscow in electronic form, with the boundaries of the territory for which the Passport has been developed drawn on the Unified State Cartographic Basis of the City of Moscow in formats that ensure free implementation of data into geographic information systems.

3.6. The passport is subject to approval by the Department of Natural Resources Management and Environmental Protection of the city of Moscow, the prefectures of the administrative districts of the city of Moscow (with the exception of the prefecture of the Troitsky and Novomoskovsky administrative districts of the city of Moscow) or the executive and administrative bodies of local government of urban districts and settlements in the city of Moscow. Wherein:

3.6.1. The Department of Natural Resources Management and Environmental Protection of the city of Moscow approves the Passport in terms of compliance of the Passport data with the actual state of green spaces in courtyard areas.

3.6.2. The prefectures of the administrative districts of the city of Moscow (with the exception of the prefectures of the Troitsky and Novomoskovsky administrative districts of the city of Moscow) or the executive and administrative bodies of local government of urban districts and settlements in the city of Moscow coordinate the Passport in terms of compliance of the Passport data with the actual state of the elements located in courtyard areas, with the exception of green ones plantings.

3.7. The passport is approved by the Department of Housing, Communal Services and Improvement of the City of Moscow.

3.8. The period for approval and approval of passports cannot exceed 20 calendar days from the day following the day of registration of the application for review of the Passport.

3.9. Refusal to approve the Passport and the procedure for eliminating comments:

3.9.1. If there are comments, the persons approving or approving the Passport in accordance with paragraphs 3.6-3.8 of this Procedure shall make a reasoned decision to refuse approval or approval of the Passport, indicating the reasons for such refusal, and send it to the person who submitted the Passport for approval.

3.9.2. The Passport must be finalized within thirty days from the date of the decision to refuse approval of the Passport and re-submitted for approval and approval to the person who made the decision to refuse approval or approval of the Passport.

3.9.3. The period for re-examination of the Passport cannot exceed 20 calendar days from the day following the day of registration of the application for re-examination of the Passport.

3.9.4. The approval and approval of the Passport is carried out in the ODS automated control system using an electronic signature.

3.10. Creation and updating of the Passport:

3.10.1. A new passport is developed in the event of the formation of a new courtyard territory, the division of an existing courtyard territory into several courtyard territories, the merger of several courtyard territories, and also in the absence of an approved Passport for the courtyard territory. In all other cases, the existing passport is updated.

3.10.2. The Passport is updated in the event of changes in data about the yard area and the elements located on it specified in the Passport.

3.10.3. Prefectures of administrative districts of the city of Moscow (with the exception of the prefecture of the Troitsky and Novomoskovsky administrative districts of the city of Moscow) or executive and administrative bodies of local government of urban districts and settlements in the city of Moscow are obliged to inform the Department of Housing and Communal Services on a monthly basis before the 10th day of the month following the reporting month and improvement of the city of Moscow on the need to carry out work to create a new Passport or update the Passport with the attachment of documents confirming changes in data about the courtyard area and the elements located on it.

3.10.4. The creation of a new Passport or updating of the Passport is carried out in the ODS ACS within 20 days after the Department of Housing, Communal Services and Public Improvement of the City of Moscow receives information about the need to carry out work to create a new Passport or update the Passport.

3.10.5. Passports approved in accordance with this Procedure are subject to updating.

3.10.6. Coordination and approval of passports during updating is carried out in accordance with paragraphs 3.6-3.9 of this Procedure.

3.10.7. Changes to the Passport data are made to the ODS ACS in accordance with paragraphs 3.2-3.5 of this Procedure.

3.10.8. To simplify the procedure for updating the Passport in the ODS ACS, it is possible to make changes only to those sections of the Passport in which changes have occurred, without filling out the remaining sections with automated generation new version Passports.

3.10.9. The Passport data is updated as it changes.

3.11. The passport is valid for 1 year from the date of approval. Upon expiration of the Passport, it is updated in accordance with this Procedure.

3.12. If an intra-block passage adjoins only one yard area, it is necessary to include this intra-block passage in the Passport developed for the yard area.

4. Project proposals

4.1. Work on landscaping and beautification of courtyard areas is carried out on the basis of the terms of reference for performing work on improvement and beautification of courtyard areas (hereinafter referred to as the terms of reference), unless otherwise established by regulatory legal acts of the Moscow Government.

4.2. Prefectures of administrative districts of the city of Moscow, executive and administrative bodies of local self-government of urban districts and settlements in the city of Moscow or government agencies of the city of Moscow, ensuring the maintenance of the courtyard area, ensure the implementation of work on the development of technical specifications.

4.3. The technical specifications included in mandatory includes a section on project proposals, which are an integral part of the Passport and consist of sections:

– “Planning solution for the courtyard area” (scale 1:500), developed on a geo-based basis, which displays the boundaries of landscaping and landscaping work, elements of improvement objects and their location;

– a list of work performed to improve and beautify courtyard areas.

4.4. The technical specifications are prepared in triplicate on paper.

4.5. The terms of reference are approved by the prefectures of the administrative districts of the city of Moscow, the executive and administrative bodies of local self-government of urban districts and settlements in the city of Moscow or government agencies of the city of Moscow that ensure the maintenance of the courtyard territory, and are entered into the ACS ODS.

4.6. To carry out work on landscaping and beautifying courtyard areas, a technical conclusion from the State Unitary Enterprise of the city of Moscow "Moscow City Trust for Geological, Geodetic and Cartographic Works" on project proposals is required.

5. Final provisions

Executive authorities of the city of Moscow, executive and administrative bodies of local self-government of urban districts and settlements in the city of Moscow or government agencies of the city of Moscow that ensure the maintenance of the courtyard territory have the right to prepare a copy of the Passport from the ACS ODS on paper and certify it with their seal.
