is to ensure rational and safe use of natural resources, excluding depletion of natural resources and irreversible deterioration of environmental quality necessary to preserve natural resource potential in the interests of future generations.

The strategic goals are formulated in the Ministry’s activity plan for a five-year period:

1. creating conditions for the formation of a favorable environment;
2. guaranteed provision of natural resources for sustainable socio-economic development of Russia;
3. ensuring the protection of the population and vital objects from the effects of hazardous natural phenomena;
4. ensuring international legal registration of external borders Russian Federation.

The first area of ​​activity includes a set of liquidation measures, reforming the system for regulating emissions and discharges, creating a system for safe waste management, and developing a system of specially protected natural areas (SPNA).

As part of the second direction, a set of works is being carried out to provide the economy with resources and reserves of the main types of minerals; increasing the efficiency of forestry development and protecting forests from fires; measures to provide the country's economy and population with quality water resources; development of the Russian fauna and improvement of regulations in the field of hunting.

The third direction includes ensuring hydrometeorological safety and protection of citizens and infrastructure from the negative effects of water, modernizing the environmental monitoring system and improving the regulatory framework in the field of hydrometeorology and environmental monitoring.

The fourth direction includes a complex of research work to substantiate the boundaries of the continental shelf in and in the Arctic Ocean (Arctic).

there was no unified effective system for ensuring the protection and rational use of land and its subsoil, water resources, atmospheric air, flora and fauna. The excessive fragmentation of environmental functions across various ministries and departments led to the fact that government bodies called upon to monitor the state of the environment duplicated each other's activities and worked extremely ineffectively. In order to correct the situation, in 1988 a decision was made to radically restructure nature conservation in the country. One of the main steps was the creation of ministries and committees of the USSR on the basis of the relevant divisions USSR State Committee for Nature Protection(Goskompriroda of the USSR), which was entrusted with the tasks of implementing integrated management of environmental activities in the country, developing and implementing a unified scientific and technical policy in the field of nature conservation and rational use of natural resources.

As part of the formation of a unified system of the USSR State Committee for Nature Protection, similar structures were created in all union republics. In June 1990, the Declaration of State Sovereignty of the RSFSR was adopted, which affirmed the principle of separation of legislative, executive and judicial powers. In July 1991, as part of the implementation of measures to ensure state management of the national economy of the RSFSR during the transition to a market economy, the State Committee was transformed into Ministry of Ecology and Natural Resources of the RSFSR.
