Thanks to the transfer of one holiday, non-working days in November 2017 in Russia: 4, 5, 6, 11, 12, 18, 19, 25 and 26.

  • 24-hour - 99.8.

Finally, let's look at the holidays in November 2017.

Firstly, the national holiday is National Unity Day. Enough has already been said about him in this article, but let us recall that we celebrate the liberation of Moscow from the Polish-Lithuanian invaders in 1612 and remember the main heroes of those days - Kuzma Minin and Dmitry Pozharsky. How is the annual rate determined?

First of all, it is necessary to define the norm itself. The standard working time is the total number of hours that an employee is required to work during a certain period of time (year, quarter, month, week).

The standard working time for 2019 is calculated in accordance with the procedure established by order of the Ministry of Health and Social Development of the Russian Federation dated August 13, 2009 No. 588n (hereinafter referred to as the Procedure). According to this regulatory act, the length of the week (the norm is 40 hours, but sometimes it can be less) must be divided by 5 and multiplied by the number of working days per year (for a 5-day working week). Then, from the resulting figure, it is necessary to subtract the hours by which working days were reduced before non-working holidays during the year (for example, before May 9, March 8, etc., working days are reduced by 1 hour).

Norms for the year are calculated before the end of the previous calendar year, taking into account the requirements of the Labor Code of the Russian Federation and the annually adopted resolutions of the Government of the Russian Federation regarding the transfer of holidays falling on Sunday or Saturday, work on which is not allowed. At the same time, the decision, according to Art. 112 of the Labor Code of the Russian Federation must be adopted and put into effect no later than a month before the end of the calendar year.

In relation to 2019, the Decree of the Government of the Russian Federation of October 1, 2018 No. 1163 is in force. It established that the following rest days are transferred:

  • January 5 - May 2;
  • January 6 - May 3;
  • February 23 to May 10.

About the number of working hours in 2019

When calculating the standard working hours for 2019, the following rules must be taken into account:

  1. Sunday is a day off regardless of whether employees are working five or six days a week. It is only allowed to postpone the day off for certain categories of workers to another day if the enterprise for any reason cannot suspend its work for the weekend and someone is forced to work on Sunday or Saturday (Article 111 of the Labor Code of the Russian Federation).
  2. There is a list of holidays during which work is not performed (established by Article 112 of the Labor Code of the Russian Federation). This includes New Year holidays from January 1 to January 8 (excluding January 7, since this is also a holiday when work is not done - Christmas), Victory Day (May 9), etc.
  3. If a holiday falls on a weekend, the day of rest is postponed. This rule always applies, with the exception of the period from January 1 to January 8, that is, the New Year holidays and Christmas. Transfers on these days do not automatically apply and are separately approved by the Government of the Russian Federation every year in accordance with Part 5 of Art. 112 Labor Code of the Russian Federation.
  4. The duration of work on the day before the holiday is reduced by 1 hour (Part 1 of Article 95 of the Labor Code of the Russian Federation).

Based on these requirements of the code and taking into account the Procedure, the norm for the year is calculated. Specifically, the general standard working hours for 2019 is:

  • for a week of 40 hours - 1970 working hours;
  • for a week of 36 hours - 1772.4 hours;
  • for a week of 24 hours - 1179.6 hours.

Average monthly working hours in 2019

The total number of hours tells little about how work is progressing month by month. That is why, for complete accounting, it is necessary to know how many hours of work there are per month. It is important to take into account both the number of days in a month - from 31 in some months of the year to 28 in February (2019 is a non-leap year), and the number of holidays and weekends falling in a particular month. This quantity can vary greatly. In particular, in January there are many additional non-working days - this will lead to the fact that those employed during the five-day week will have a lot of rest, and in April or October there will be no non-working holidays at all.

Accordingly, to plan working time, a value such as the number of working hours on average per month can be used. To do this, you can use the data already given above on the total annual labor time in hours.

To find out the average number per month, you need to divide this amount by 12 (the number of calendar months in a year). As a result we get the following:

  • for a 40-hour week - 164.16 hours;
  • for a week of 36 hours - 147.7 hours;
  • for a week of 24 hours - 98.3 hours.

Other time standards for 2019 in Russia

Also, the work of the accounting department or human resources department at the enterprise may require different working time standards for 2019. Here are the basic data for a 40 hour week:

  • total days when work is carried out - 247;
  • weekends and holidays - 118.

Wherein:

  • in the first quarter - 57 working days, 454 hours;
  • in the second quarter - 59 days, 469 hours;
  • in the third quarter - 66 days, 528 hours;
  • in the fourth quarter - 65 days, 519 hours.

The data presented apply to Russia as a whole, but it must be remembered that local non-working holidays are also allowed in the regions. In particular, Art. 4 Federal Law “On Freedom of Conscience and Religious Associations” dated September 26, 1997 No. 125-FZ allows local authorities in the regions to do this at the request of religious organizations. Additionally Art. 6 of the Labor Code of the Russian Federation and paragraph 8 of the letter of the Ministry of Labor of the Russian Federation dated June 10, 2003 No. 1139-21 allow local authorities to introduce days off for other reasons. The only limitation here is that all associated revenue losses or increased budget expenses must be compensated by the region in which such a decision was made.

In addition, when calculating the standard hours, one must not forget that it also depends on the category of the employee. In some cases, the duration of work - either for a week or for a day or shift - must be reduced, even if for all other employees of the same organization the usual procedure applies (i.e. 5 days, each of which contains 8 working hours, totaling - 40). In particular, Art. 92 of the Labor Code of the Russian Federation indicates that for workers with disabilities of the first 2 groups, a week cannot be more than 35 hours, and for those employed hazardous work 3 or 4 degrees - no more than 36 hours. Also Art. 94 indicates that minor employees should not work more than is established by law (7 hours a day, if they have not yet turned 16 years old - 5). All this must be taken into account when calculating the norm for the enterprise and its further application.

Production calendar for planning and recording working hours for 2019

Quite often, all information regarding working hours, holidays and weekend transfers is presented in the form of a production calendar. Unlike the Labor Code of the Russian Federation or the Procedure mentioned above, such a calendar does not have the force of a normative act and is not officially approved, but it is very convenient to use, so it is often used in practice. In particular, it can be used by accounting departments (for example, to calculate paid sick leave days) or human resources departments (for example, to plan and schedule vacations).

To compile it yourself, it is enough to take a regular calendar indicating the numbers, months and days of the week and mark it in accordance with the laws and the procedure for transferring holidays established by the Government of the Russian Federation. If desired, you can even specify the duration in working hours of each day of the year in the calendar.

In accordance with the Procedure, approved. By Order of the Ministry of Health and Social Development of Russia dated August 13, 2009 N 588n, the standard working time is calculated depending on the established duration of working hours per week according to the calculated schedule of a five-day working week with two days off on Saturday and Sunday based on the duration daily work(shifts). So, with a 40-hour working week, the standard working time is 8 hours, with a working week of 36 hours it will be 7.2 hours, with a 24-hour working week - 4.8 hours.

In accordance with Part 1 of Article 95 of the Labor Code of the Russian Federation, the duration of the working day or shift immediately preceding a non-working holiday is reduced by one hour. In 2017, employees will work one hour less on February 22, March 7, and November 3.

The standard working time calculated in the specified order applies to all work and rest regimes.

Consequently, taking into account the postponement of holidays in 2017, the “New Year holidays” for employees will last 8 days - from January 1 to January 8, 2017. Long weekends await Russians also in February (February 23 - 26).

Where and how are working time standards applied?

The standard working time is determined by the total number of hours that need to be worked over a certain calendar period.

This indicator is used to approve the operating mode of the enterprise. The standard was developed taking into account the adequate distribution of the workload on the employee, preventing the arbitrariness of the employer in terms of unauthorized increase in the number of working hours.

The Labor Code defines the duration of working hours - 40 hours per week for full-time employment (Article 91). Article 92 specifies the duration of a shortened working day for adolescents under 16 years of age, young people from 16 to 18 years of age, disabled people, hazardous workers and teachers.

The length of the working week for each category of citizens allows us to calculate the standard working hours for any month.

To do this, take the weekly norm of working hours, divide by 5 (the number of working days in a classic 5-day week), and then multiply by the sum of working days of a particular calendar month (total number of days minus weekends and holidays). The result is the standard working hours for the billing month.

Important! If there were holidays in the month, then it should be taken into account that the weekday preceding them is always 1 hour shorter than the standard working hours. Thus, from the number of days obtained by the specified formula, one more hour must be subtracted for each day preceding the holiday.

In this simple way, the number of hours that each employee must work to receive 100% of the salary is obtained. Based on the ratio of days actually worked to the standard for a particular month, the amount of wages is determined.

Working time standards are used to organize the work regime of workers of any profession. The production standard applied at manufacturing enterprises is, in fact, also a type of standardization of working time.

Holidays and shortened days according to the calendar

Below is a table from which it is clearly seen that in 2017 there will be several “long” weekends. We also note that a shortened working day involves reducing working time by 1 hour.

Transfers of holidays in 2017

In 2017, January 1 and 7, as well as November 4 fall on weekends. Therefore the transfers will be as follows:

  • From Sunday January 1st to Friday February 24th
  • From Saturday January 7th to Monday May 8th
  • From Saturday November 4th to Monday November 6th

How and why are weekends postponed?

There are 14 official holidays in Russia. Every year the Government adopts another resolution on their transfer. Such an event is carried out in order to optimize the production calendar and avoid a “ragged” work schedule. There are several simple rules transfer:

  • If a holiday falls on a weekend, it is moved to the working day following that weekend.
  • Working hours on the day preceding a holiday are reduced by 1 hour.
  • In order for workers to be able to rationally use their rest days, weekends are sometimes transferred to weekdays. For the same reasons, it is allowed to transfer 2 days off during the New Year holidays to any other month.

Production calendar with a six-day work week

The law provides that some enterprises can establish a 6-day working week (Article 100 of the Labor Code of the Russian Federation). With this work schedule, the day off will be Sunday (Article 111 of the Labor Code of the Russian Federation). At the same time, the number of working hours on the eve of a day off cannot be more than 5 hours (Article 95 of the Labor Code of the Russian Federation). The limitation of 40 working hours with a 6-day working week remains (Article 91 of the Labor Code of the Russian Federation), therefore in practice the following scheme for distributing the number of hours by day of the week is often used, in the order from Monday to Saturday: 7+7+7+7+7 +5=40.

Work schedules provided for by the Labor Code of the Russian Federation

The classic workflow model provides for a 5-day work week with 2 days off and a working day, the duration of which is 8 hours. Not all enterprises can work according to this scheme, so there are other work schedule options:

  • Irregular working hours. For employees who stay at work after the end of the working day or come to work before it starts. The Labor Code of the Russian Federation strictly defines the list of positions for which this is permissible.
  • Shift work. Introduced in enterprises that operate longer than the maximum permissible daily work duration.
  • Flexible schedule. Provides the ability to select the start time, end time and duration of the working day. The main thing is to develop the required hours per month and year.
  • Fragmented workday. A working day with a break breaking it up into parts. In total, it cannot exceed the duration of daily work permitted by the Labor Code.

Important! In work schedules other than the classic five-day workday, the summarized accounting method is used. In this case, it is not the weekly standard that is taken into account, but the monthly or even annual one. The duration of working hours for the period, on average, must be equal to the duration of the working day permitted by the Labor Code.

Why do you need a production calendar?

Employees of HR departments and accounting departments cannot do without a production calendar. However, this document is also used by other employees of various companies and enterprises. So, to summarize, we can highlight why it is needed:

  • Drawing up a work schedule. Using a production calendar allows you to take into account the number of weekends and working days in the month for which the schedule is being drawn up.
  • Determination of the norm of working time for each period. The specifics of calculating this indicator will be discussed below.
  • Calculation of wages, vacation and sick leave benefits. Based on the working time sheet at the end of the period, the ratio of actually worked time to planned time is determined. The resulting values ​​help calculate the amount of monthly payments and bonuses.
  • Vacation planning. Employees, having familiarized themselves with production calendar, can choose best time for vacation, determine the dates of short trips, purchase tickets and vouchers in advance.

In addition, this document helps the manager monitor compliance with the work regime and provides sufficient information for statistical reporting. To fill out correctly time sheet for 2017, You should know some features prescribed by current legislation.

This document is quite often requested by labor inspectors and tax organizations. From it they can see whether there have been violations towards employees, for example, whether they are overworking extra hours. If the audit reveals any inaccuracies or the fact of labor exploitation, the director may be subject to penalties in the amount of 1,000 to 5,000 rubles, and large companies - up to 50 thousand rubles (Article 52.7 of the Code of Administrative Offenses of the Russian Federation).

How to create a time sheet

For such documents, two unified forms are prescribed by law. Their legality is confirmed by the resolution of the State Statistics Committee of the Russian Federation dated 01.05.04 under number.

  • Form No. T-12 used to fill out personnel documents, as well as timesheets, manually.
  • Form No. T-13 created for organizations that use automatic data processing. After it is filled out, it should be printed and “live” signatures of the responsible persons must be affixed.

However, a similar timesheet for recording working hours can be written in free form (according to the letter of Rostrud dated 02/14/13 No. PG/1487-6 1). It is not at all necessary to use the above standard forms. You can take them as a basis and make some adjustments to your document: simplify and modify them to suit your needs.

Basic principles of filling

  1. The filler must indicate how many days and hours the employee spent at his workplace. The reasons for time off and absences, if any, are also indicated here. Each such reason has its own code, which is written in the T-12 form. The same codes are also used in the electronic form of the T-13 form.
  2. The time sheet can only be filled out by an authorized person; after this, the forms must be signed by the head of the structural unit and the employee who is responsible for personnel records. The document is filled out every month. After the sheet is signed, it should be transferred to the accounting department (according to paragraph 2 of section 2 of the instructions, approved by Resolution of the State Statistics Committee of Russia dated 01/05/04 No. 1).
  3. If the company establishes additional days off, they should also be written down in the timesheet according to special rules. And working days on holidays are marked with specially invented codes.

Weekends in the report card for 2017

The holiday accounting code in the document may be different. It depends on how the organization pays for these days and on what basis they are provided at all.

Option 1. Employees receive additional wages, and the company reduces their monthly working hours. If a reduced rate is chosen, then employees receive a full salary and these days are not paid by the company. For such days, the timesheet contains code B.

Option 2. Employees go on days off, and the company pays the average for these days. It turns out that workers receive a salary for days worked, and an average salary for additional paid days off. For such a case, the report card provides an OB code.

Work on holidays

If a person goes out and works holidays, he is entitled to a double salary for this or an additional payment at the regular rate above the salary and one more day of rest (according to Article 153 of the Labor Code of the Russian Federation). In the report card, such days should be marked with the code РВ. Moreover, this code is suitable for both double and single payments.

When an employee chooses an additional day off for the one he worked on holidays, it must be marked with the code NV.

Business days

If a decree has been issued and the working day is a business trip, then in the timesheet it is usually marked with the letter code “K” or the numeric “06”. As soon as the employee goes to work, the letter code “I” or the numeric “01” must be entered on the form.

How long is the timesheet kept?

After 2017 ends, the corresponding time sheet must be kept for five years. If the company uses difficult, dangerous and harmful working conditions, then the storage time increases significantly - up to 75 years. Such rules were established in accordance with the order of the Ministry of Culture of Russia dated August 25, 2010 No. 558.
