1. General Provisions
1.1. These rules for admission to the cadet fire and rescue corps (hereinafter referred to as cadet corps) Federal State Budgetary Educational Institution of Higher Education of the Ivanovo Fire and Rescue Academy of the State Fire Service of the Ministry of Emergency Situations of Russia (hereinafter referred to as the Academy) was developed on the basis of: Federal Law of December 29, 2012 No. 273-FZ “On Education in Russian Federation”, Order of the Ministry of Emergency Situations of Russia dated November 12, 2014 No. 627 “On the creation of the Cadet Fire and Rescue Corps of the Ivanovo Fire and Rescue Academy of the State Fire Service of the Ministry of Emergency Situations of Russia”, Order of the Ministry of Education and Science of the Russian Federation dated January 22, 2014 No. 32 “On approval of the Procedure admission of citizens to study in educational programs of primary general, basic general and secondary general education”, Order of the Ministry of Health of the Russian Federation dated December 30, 2003 No. 621 “On a comprehensive assessment of the health status of children”, Order of the Ministry of Health of the Russian Federation dated July 3, 2000 No. 241 “On approval of the “Child’s Medical Card for Educational Institutions”, Order of the Ministry of Health of the Russian Federation dated 05.11.2013 No. 822n “On approval of the Procedure for providing medical care to minors, including during training and education in educational organizations”, the Charter of the Academy and other regulatory legal acts of the Russian Federation, the Ministry of Education and Science of the Russian Federation and the Ministry of the Russian Federation for Affairs civil defense, emergency situations and disaster relief.

1.2. The cadet corps accepts minor male citizens of the Russian Federation (hereinafter referred to as candidates), no younger than 14 years old and no older than 16 years old, who have a basic general education (9 grades) received in the year of admission, who are fit for health reasons, who wish to study in the cadet corps .

1.3. Events pre-selection are carried out for the purpose of sending candidates (citizens of the Russian Federation) who meet the requirements stipulated by the governing documents for admission to the cadet corps, and include determining the suitability of candidates for training according to the following indicators: age, level of education and health status.
2. Admission procedure
2.1. To admit students to the cadet corps, an admissions committee is created by order of the academy.

2.2. Admission to the cadet corps of students is carried out in the following order:

2.2.1. Acceptance of applications and documents of candidates for admission to the cadet corps.

2.2.2. Review of submitted applications and documents and preliminary selection of candidates for admission by the admissions committee.

2.2.3. Psychological testing and interview conducted by the department's psychological support team educational work academy.

2.2.4. Entrance tests in mathematics, Russian language, physical culture conducted by subject examination commissions approved by order of the academy.

2.3. Selection committee carries out the selection of candidates on the basis of an application from parents (legal representatives), a certificate of basic general education, and the study of documents characterizing the social, creative, sports and other achievements of candidates.

2.4. Applications and documents of candidates for admission to the cadet corps are accepted from June 1 to June 20. The following documents are submitted to the admissions committee:


  • recommendation from the Main Directorate of the Ministry of Emergency Situations of Russia at the place of residence about sending for training (Appendix No. 1);

  • application from the parents (legal representatives) of the candidate (Appendix No. 2);

  • candidate’s statement of desire to study in the cadet corps (Appendix No. 3);

  • autobiography;

  • a copy of the birth certificate;

  • copy of passport (if available);

  • certificate of basic general education;

  • certificate of results of state (final) certification examinations (hereinafter referred to as GIA);

  • psychological and pedagogical characteristics from the educational institution, certified by the signature of the head and the seal of the institution;

  • a certificate from the internal affairs bodies confirming that the candidate has not been brought to administrative or criminal liability;

  • a certificate from the place of residence of the parents (legal representatives) indicating the composition of the family and living conditions;

  • a copy of the compulsory health insurance policy.

  • an extract from the child’s developmental history (form 112/у), containing information about past illnesses and the child’s health status;

  • certificate in form F 086/U, certified by seal medical institution with the entered data from examinations and opinions of specialists (therapist, surgeon, orthopedist, neurologist, phthisiatrician, psychoneurologist, allergist, dermatologist, ophthalmologist, otolaryngologist, dentist, pediatrician) in accordance with age. Each specialist must indicate the candidate’s health group;

  • preventive vaccination card (form 063/у);

  • child’s medical card for educational institutions (form 026/у-2000);

  • information from psychoneurological and narcological dispensaries on the condition of a minor registered (observed) from all places of residence for the last 5 years, as well as a certificate from a narcological dispensary with a rapid urine test for the use of narcotic drugs;

  • 4 photographs (4.5 x 6 cm);

  • candidate's portfolio (Appendix No. 4).
During the period from June 1 to June 20, documents are submitted to the academy's admissions committee personally by the candidate (or his legal representative) or can be sent by the candidate through public postal operators (by mail) to the academy's admissions committee. Documents are sent by the candidate by registered mail with notification and a list of attachments. The notification and a certified inventory of the attachment are the basis for confirming the acceptance of the candidate’s documents for training.

If the documents required for admission are sent through public postal operators, these documents are accepted if they are received by the academy no later than June 20, 2015, the deadline for accepting documents.

Submission of documents for admission to study in electronic form is not provided.

2.5. Original documents (passport, birth certificate, medical insurance policy, medical card for educational institutions (form No. 026/u-2000), vaccination certificate and documents confirming the candidate’s preferential right to enrollment) are presented by the candidate upon arrival directly to the cadet corps .

2.6. The preferential right of enrollment in the cadet corps, including in accordance with Part 6 of Article 86 of the Federal Law of December 29, 2012 No. 273-FZ “On Education in the Russian Federation,” is enjoyed by:


  • orphans and children left without parental care;

  • children from large and low-income families;

  • children under guardianship (trusteeship);

  • children of military personnel serving under contract;

  • children of state civil servants and civilian personnel of federal executive bodies, in which federal law military service is provided;

  • children of employees of the Ministry of Emergency Situations of Russia performing military (internal) service under a contract;

  • children of citizens who were dismissed from military service upon reaching them age limit stay in military service, for health reasons or in connection with organizational and staffing measures and the total duration of military service of which is twenty years or more;

  • children of military personnel who died while performing their military service duties or who died as a result of injury (wounds, trauma, concussion) or illness received while performing their military service duties;

  • children of employees of the Ministry of Emergency Situations of Russia who died in the line of duty or died as a result of injury (wounds, trauma, concussion) or diseases received in the line of duty;

  • children and grandchildren of Heroes Soviet Union, Heroes of the Russian Federation and full holders of the Order of Glory and persons awarded government awards during military or equivalent service;

  • children of employees of internal affairs bodies who died or died as a result of injury or other damage to health received in connection with the performance of official duties, or as a result of an illness received during service in internal affairs bodies, children who are dependent on these persons;

  • children of prosecutorial employees who died or died as a result of injury or other damage to health received during their service in the prosecutor's office or after dismissal due to harm to health in connection with their official activities;

  • 9th grade graduates – winners and prize-winners final stage All-Russian Olympiad for schoolchildren, members of national teams of the Russian Federation that participated in international Olympiads in general education subjects and were formed in the manner determined by the Ministry of Education and Science of Russia;

  • graduates of 9th grade - winners and prize-winners of school Olympiads held in the manner established by the Ministry of Education and Science of Russia;

  • 9th grade graduates are prize-winners of the All-Russian competitions “Safety School” and “Young Rescuer”;

  • citizens who, in accordance with the established procedure, have been assigned the sports rank of candidate for master of sports, the first sports rank or sports rank in a military-applied sport, as well as citizens who have undergone training in military-patriotic youth and children's associations;

  • other persons in cases established by the legislation of the Russian Federation.
The priority right to enrollment in the cadet corps must be documented by the candidate.

2.7. The admissions committee has the right to check the documents submitted by the candidate. In order to confirm the accuracy of the documents submitted by the candidate, the selection committee has the right to contact state (municipal) bodies and organizations.

The commission, based on studying the documents provided, makes a decision to “recommend/not recommend” the candidate for passing entrance examinations (identifying a propensity for specialized training in the relevant academic subjects, level physical development, studying psychological readiness to study in the cadet corps) and notifies the candidate (parents or legal representatives). Candidates not recommended for passing the entrance examination are not allowed to the next stage of admission.

2.8. Admission of candidates for admission to the cadet corps is carried out directly at the academy. Candidates must bring sportswear and shoes.

2.9. Entrance tests in mathematics, Russian language, physical education and psychological testing are held from June 29 to July 12 at the academy.

2.10. The conclusion about the psychological suitability of candidates is made on the basis of psychological testing and interviews.

2.12. Identification of aptitudes for specialized training in the Russian language, mathematics and level of physical development is carried out with all candidates within the time frame established by the admissions committee.

For entrance examinations, examination groups of 25-30 people are formed from candidates. Statements are compiled for the examination group for each type of test.

2.13. The list of candidates admitted to the entrance examinations is posted on the official website of the academy.

2.14. Candidates who receive an unsatisfactory grade during the entrance test in the Russian language, mathematics or physical training are not allowed to the next stage of admission.

2.15. Revealing medical contraindications for training in the cadet corps is carried out according to medical documents. The health level of candidates must be at least I – II health groups.
3. Enrollment in the cadet corps
3.1. Candidates who have passed the entrance examination and have health groups I–II are included in the competitive lists and, based on the results of the competition, are enrolled in the cadet corps by order of the academy.

3.2. Candidates who are declared unfit for health reasons, who do not appear at the start of the interview without a valid reason, who refuse admission after the start of the interview, as well as candidates who are denied further interview due to indiscipline, are eliminated from the competition for admission.

3.3. Competitive lists for enrollment of candidates into the cadet corps are approved by the decision of the selection committee, which is documented in the minutes of the meeting of the selection committee.

3.4. Candidates are ranked depending on the sum of points that determine the level of general educational preparedness (entrance test scores for each subject and the results of the State Civil Aviation Examinations are summed up).

3.5. Competitive lists are ranked as follows:

3.5.1. Descending order of the amount of competition points.

3.5.2. If the sum of competitive points is equal, a higher place in the list is occupied by applicants who have a preferential right of admission.

3.6. Enrollment in the cadet corps for training and education is formalized by order of the academy.

3.7. Upon admission to the cadet corps, the academy is obliged to familiarize the cadet and his parents (legal representatives) with the Academy Charter, the license to conduct educational activities, with a certificate of state accreditation, these rules, the main educational programs implemented by the cadet corps, and the Regulations on the cadet corps.

3.8. The results of admission to the cadet corps are brought to the attention of parents (legal representatives) on the day of signing the enrollment order.

In 1966, on the basis of the order of the Council of Ministers of the RSFSR No. 3046-r of September 15, 1966 and the order of the Ministry of Public Order of the USSR No. 193 of December 20, 1966, on the basis of a paramilitary fire department in the city of Ivanovo, the Ivanovo Fire-Technical School of the Ministry of Internal Affairs was formed USSR with a variable strength of 500 units and permanent staff- 170 units.

In accordance with the decision of the Academic Council of June 30, 2011, September 15, 1966 is considered the founding day of the educational institution.

In 1968, construction of a complex of school buildings began and by 1972 a dormitory, an educational and administrative building with classrooms, a cinema hall, a shooting range and a dining room were built and put into operation. The requirements for improving the educational process determined the need to significantly expand the school’s base, and in the period 1977-1986 a new educational building, a second dormitory, an indoor sports arena, a training fire department were built, and the dining room was expanded to 1,200 seats.

On November 1, 1972, on behalf of the Presidium of the Supreme Soviet of the USSR, the Ivanovo Fire-Technical School of the Ministry of Internal Affairs of the USSR was awarded the Red Banner.

As part of providing friendly assistance to developing countries, a special course on working with foreign students was organized at the Ivanovo Fire-Technical School of the Ministry of Internal Affairs of the USSR on August 1, 1988. Fire officers from Afghanistan, North Yemen, Laos, Mongolia, and Guinea trained there.

In the late 90s of the twentieth century, Ivanovo Fire Technical School becomes one of the largest training centers for the training of Russian fire service specialists in full-time and correspondence forms training.

On December 7, 1999, by order of the Ministry of Internal Affairs of Russia No. 1002, on the basis of the Ivanovo Fire-Technical School, the Ivanovo branch of the Academy of the State Fire Service of the Ministry of Internal Affairs of Russia was created, in which, in 2001, training of cadets and students in the highest form began.

On January 1, 2004, in accordance with the order of the Government of the Russian Federation of September 5, 2003 No. 1300-r and the order of the Ministry of Emergency Situations of Russia of October 10, 2003 No. 617, the Ivanovo Institute of State Fire Service of the Ministry of Emergency Situations of Russia was created.

In 2006, the institute created a faculty of retraining and advanced training, where up to 300 specialists from the Federal Border Guard Service of the Ministry of Emergency Situations of Russia are trained annually.

Employees and cadets of the educational institution honorably carried out special tasks, including combat missions, to ensure the protection of public order and fire safety during the “Olympics-80” and the XII World Festival of Youth and Students in Moscow, in the region of a state of emergency in Baku in 1989 and in the Nagorno-Karabakh Autonomous Region in 1990, liquidating the consequences of the coup in Moscow in 1991, ensured the protection of public order during the celebration of the 50th anniversary of the victory in Moscow, extinguished forest and peat fires in Ivanovo, Vladimir and Tver regions in 1972, 1979, 1981, 1992, 2002.

On July 1, 2014, the institute created an adjunct course and a Cadet Fire and Rescue Corps, in which the educational process began on September 1, 2014.

For high performance in expanding the range of educational services, scientific and pedagogical activity, improving the educational and material base and improving the quality of training of future specialists of the Ministry of Emergency Situations of Russia by order of the Ministry of Emergency Situations of Russia dated October 6, 2014 No. 554 of the FSBEI HPE Ivanovo Institute of the State Fire Service of the Ministry of Emergency Situations of Russia from January 1, 2015, was renamed to the FSBEI HE Ivanovo Fire and Rescue Academy of the State Fire Service of the Ministry of Emergency Situations of Russia.

The Ivanovo Fire and Rescue Academy of the State Fire Service of the Ministry of Emergency Situations of Russia is a powerful and dynamically developing educational and scientific complex in which more than 2,500 cadets, students, cadets, full-time and part-time students are trained, and together with teachers and staff, the team numbers more than 3,000 people. The academy traces its history back to December 20, 1966, when the Ivanovo Fire-Technical School of the USSR Ministry of Education and Science was created in the city of Ivanovo. At the end of the 1990s, the Ivanovo Fire-Technical School of the Ministry of Internal Affairs of Russia became one of the largest training centers for training Russian fire service specialists in full-time and part-time forms of education.

On December 7, 1999, by order of the Minister of Internal Affairs of the Russian Federation No. 1002, on the basis of the Ivanovo Fire-Technical School, the Ivanovo branch of the Academy of the State Fire Service of the Ministry of Internal Affairs of Russia was created, in which, in 2001, training of cadets and students in the highest form began.

On January 1, 2004, in accordance with the order of the Government of the Russian Federation of September 5, 2003 No. 1300-r and the order of the Ministry of Emergency Situations of Russia of October 10, 2003 No. 617, the Ivanovo Institute of the State Fire Service of the Ministry of Emergency Situations of Russia was created.

Since 2006, up to 300 specialists from the Federal Border Guard Service of the Ministry of Emergency Situations of Russia are trained annually at the faculty of retraining and advanced training created at the institute.

The Voronezh Institute of the State Fire Service of the Ministry of Emergency Situations of Russia has been included as a branch of the Ivanovo Academy since September 1, 2017.
